DBB 2.0 Schematic Design

2.1 Initiate Environmental Assessment (EA) or Environmental Impact Statement (EIS) Activities as Required

When directed, conduct data collection, public and agency scoping, public meetings, agency consultations and other required activities.


2.2 Design Concepts Assessment

Present and revise, as needed, site-integrated massing and architectural design concepts based on the Contextual Analysis and/or Project Program. NPS will verify that design concepts are in compliance with the completed Contextual Analysis Form and/or Project Program.

In consultation with NPS, choose Final Design Concepts for further development into Schematic Design Alternatives.


2.3 Develop Schematic Design Alternatives

Utilizing Final Design Concepts, develop Schematic Design Alternatives that meet all Project Program and Sustainability requirements, address contextual parameters, and do not exceed available construction funding.

Prepare the Class C Construction Cost Estimate for each Schematic Design Alternative using the Class C Construction Cost Estimate template and instructions.

2.4 Prepare Draft Environmental Assessment (EA) or Environmental Impact Statement (EIS)

When directed, prepare draft EA or EIS document and related compliance documentation (Biological Assessment (BA), Statement of Findings for Wetlands and/or Floodplains), as required.

When directed, prepare draft Memorandum of Agreement (MOA) or Programmatic Agreement (PA) for State Historic Preservation Officer/Tribal Historic Preservation Officer (SHPO/THPO) and, if necessary, Advisory Council on Historic Preservation (ACHP).

When directed, facilitate informational public house/public meetings.


2.5 Conduct Schematic Value Based Decision-Making

Conduct a Conceptual Stage Value Analysis study to analyze the Schematic Design Alternatives.

NPS will select the Schematic Design Preferred Alternative based on the recommendations of the Conceptual Stage Value Analysis study.

Prepare Value Analysis Report.

2.6 Fully Develop Schematic Design Preferred Alternative

Fully develop the Schematic Design Preferred Alternative in sufficient detail to provide adequate data for preparation of the Class B Construction Cost Estimate.

Prepare an Energy Use Estimate for the Fully Developed Schematic Design Preferred Alternative.


2.7 Prepare Basis of Design Report (BDR)

Prepare the BDR in sufficient detail to provide adequate data for preparation of the Class B Construction Cost Estimate.


2.8 Initiate NPS Constructability Checklist (SD Comments)

Identify unique project issues under the SD Comments (Schematic Design) column on the NPS Constructability Checklist. A Constructability Analysis utilizing the NPS Constructability Checklist is required for every project.

2.9 Complete NPS Project Sustainability Checklist (SD portion)

Working collaboratively within the integrated design team, complete the Schematic Design (SD) portion of the NPS Project Sustainability Checklist.

2.10 Prepare Class B Construction Cost Estimate

Prepare the Class B Construction Cost Estimate on the Fully Developed Schematic Design Preferred Alternative using the Class B Construction Cost Estimate Template and Instructions. Confirm that the project cost is within available funds.

2.11 Permitting

2.11.1 Finalize Permit Scoping & Permitting Assessment Form (PAF)

Finalize jurisdictions and Agencies that apply to the project. Refer to the PAF and finalize project topics. Resolve missing information or decisions needed to determine applicable permits.

2.11.2 Prepare Permit List

2.11.3 Initiate Permit Planning & Prepare Permit Plan

Working collaboratively with the interdisciplinary team (IDT), at a minimum, provide a Permit Plan for each DSC GF Permit.

2.12.1 Submit 100% Draft Schematic Design (SD) Documents for Review:

2.12.2 Resolve 100% Draft Schematic Design (SD) Review Comments

Resolve all review comments and incorporate resolutions into the Final Schematic Design Documents. Submit the Final Schematic Design Documents and written responses to review comments, utilizing the NPS review form, within 15 calendar days of receipt of comments.

2.12.2.1 Prepare and Submit Development Advisory Board (DAB) Support Documents

Prepare and submit the following DAB Support Documents:

  • Proposed Design Development (DD) and Construction Document (CD) Value Analysis activities on remaining key decisions.
  • Discussion focused on how the cost of major project features, systems, assets, equipment and finishes of this project compares with similar construction project costs in the local market area.
  • Five or fewer graphics providing an overview of the project in electronic format:
    • Existing Conditions Plan - location plan
    • Site Plan
    • Building Plans for each level
    • Building Elevations
    • Building and Site Selections

2.12.3 Response Memorandum

Prepare and submit response memorandum, when required, to DAB review questions within 15 calendar days of receipt of DAB comments.


2.13 Compliance Deliverables

2.13.1 Submit Draft Compliance Documents for NPS Review

  • EA or EIS
  • Biological Assessment, Statement of Findings for Wetlands and/or Floodplains
  • MOA or PA (Review of compliance drawings and supportive narrative may be required, see paragraph 3.5.1.)

2.13.2 Incorporate NPS Comments and Revise Draft Compliance Documents for Public Distribution

2.13.2.1 Incorporate NPS comments and revise EA or draft EIS for public distribution.

2.13.2.2 Release compliance document(s) for public review.

2.13.3 Analyze Public Comments

2.13.3.1 EA - Address Public Comments
