MINERAL, CA – Lassen Volcanic National Park is looking for public comment on an Engineering Evaluation/Cost Analysis (EE/CA) that was prepared to consider alternatives for removal actions for the Former Firing Range (Site) used by Lassen Volcanic National Park in Shasta County, California under the Comprehensive Environmental Response, Compensation and Liabilities Act (CERCLA). The Site, located on the Lassen National Forest, was operated under conditions of a Special Use Permit from 1974 to 2002. The Site has been closed since 2002 and has remained unused from that time.

From 2013 to 2016, the National Park Service (NPS) conducted a Preliminary Assessment (PA) and Site Investigation, revealing that contamination existed from lead ammunition. In January 2016, a consulting firm performed a Site Inspection (SI) to examine the extent of lead contamination. During the SI, the sampling process determined that lead concentrations in soils at the Site exceeded background concentrations and human health and ecological screening values.

The EE/CA identifies removal action objectives for protection of human health and the environment, removal action alternatives, and assesses the effectiveness, operational feasibility, and cost of the alternatives. Accordingly, the NPS has determined that the use of removal action authority to investigate, abate, prevent, minimize, stabilize, mitigate, and/or eliminate the release or threat of release of hazardous substances at or from the Site may be appropriate.

Comments on the EE/CA can be submitted online through http://parkplanning.nps.gov/LAVOfiringrange from September 5 until October 4. Written comments may be sent to: Superintendent, Lassen Volcanic National Park, P.O. Box 100, Mineral, CA 96063.
