NPS Announces Extension of Concessions Prospectus

The National Park Service ("Service") released a prospectus soliciting proposals for a business opportunity to operate marina and retail facilities including headboat and charter boat fishing trips and related visitor services at the Oregon Inlet Fishing Center within Cape Hatteras National Seashore ("Park").

Due to the significant number of questions received, the Service is extending the original 90-day solicitation period from September 3, 2013 to February 5, 2014.The 10-year contract requires a year-round concession operation, which includes headboat and charter boat fishing trips, moorage, retail, grocery, water and land based fuel sales, and related fishing support services.

In addition to the solicitation period extension, modifications have been made to the prospectus for the award of a new concession contract to operate the Oregon Inlet Fishing Center and Marina. All of the modifications to the business opportunity and draft operating plan are related to the elimination by the new concessioner of the use, sale, or display of bottled water in smaller than one-gallon containers.

The Service does not currently prohibit park concessioners from selling individually packaged bottled water, and will continue to allow their sale until a new water bottle hydration station is installed at the Oregon Inlet Fishing Center. The park anticipates that these hydration stations will be completed by the time the new concessions contract is awarded in late fall 2014. The new hydration stations will augment the water already available from sinks and water fountains in buildings and facilities throughout the park.

Cape Hatteras National Seashore Superintendent Barclay C. Trimble said, "We believe the modifications will enhance the park's green initiative to reduce litter in the park and plastics in the waste stream. Our concessioners will provide visitors an opportunity to enjoy free access to filtered water year-round."

Parties interested in learning more about this opportunity and reviewing the updated Business Opportunity and Draft Operating Plan should visit the NPS Commercial Services website at copies must be requested from the National Park Service Southeast Regional Office in writing at the address below.There is a printing cost recovery charge of $50 per copy for delivery via Federal Express or $45 per copy if picked up in person at the Southeast Regional Office.

Persons interested in obtaining a prospectus should mail, or bring in person, a check or money order made payable to the NPS (cash or credit card will not be accepted). You must include a business address (no post office box) and telephone number to receive a
