Commercial Use Authorization (CUA) Fee Structure & Application

CUA Fee Structure

There are three types of fees associated with the issuance of a Commercial Use Authorization:

  • Application Fee: $100 one-time fee every two-year cycle. Non-refundable, even if application is not approved.

  • Administrative Fees: $200 paid every two-year cycle.

  • Monitoring Fees: Amount is determined based on customer count. Paid every two-year cycle. Customer count is defined as the cumulative number of visitors that received commercial services within a calendar year from a private person, corporation, or other entity.

  • Boat Decal Fee: For fishing guides only. The current cost is $30 for 5 decals.

How to Apply

  1. Download and complete the 2023-2024 Commercial Use Authorization Application.
  2. Complete, if applicable: CUA Application checklist for Fishing Guides; CUA Application checklist for liveries, dive schools, and camps.
  3. Download and complete the Certificate of Liability Insurance Form.
  4. Complete the Acknowledgement of Risk Form. You can download the Acknowledgement of Risk Sample Form to use as a template.
  5. Scan the forms as a single PDF document and email this PDF to the Permit Coordinator. Alternatively, completed physical copies of the form can be mailed to: Upper Delaware S&RR, 274 River Road, Beach Lake, PA 18405. Please address forms to the Permit Coordinator.
  6. After the application is reviewed, applicants will receive a Bill for Collection via email directing the applicant to pay the associated CUA fees through pay.gov. Please be aware that the $100 application fee is non-refundable.
  7. Once the bill is paid, the permit will be sent to the applicant for a signature. Sign and return the permit to the park for final approval by the Superintendent.
  8. Once the permit receives Superintendent approval, the CUA application process is complete.
