WELLFLEET, Mass.– The National Park Service (NPS) is offering a 10-year concessions opportunity at Highland Links, one of Cape Cod’s oldest golf courses, located within Cape Cod National Seashore. The selected concessioner would manage a 9-hole golf course and its associated operations. The new contract is expected to begin January 1, 2025.Highland Links consists of a traditional Scottish links 9-hole golf course, maintenance garage bays, irrigation pump house, pro shop, and snack bar. The course offers recreational golf experiences, golfing equipment, cart rentals, and limited food and beverage sales under a concessions contract with the National Park Service. The course is located at 10 Highland Light Road, Truro, MA 02666.
Site Visit
The park will host a site visit for interested operators on Tuesday, April 9, 2024. The site visit will provide an overview of the concession operation along with a tour of the facilities assigned to the Concessioner under the Draft Contract. Each interested Offeror is limited to five persons attending the site visit, and all attendees must be 18 years or older. Please register for the site visit by Friday, April 5, 2024, by sending an email to Katie Trudeau at Kathleen_Trudeau@nps.gov. All emails must include your name, the name of the organization interested in bidding that you represent, the primary contact for the organization, and the number of people in your party. All parties attending the site visit must disclose the names of the interested organizations engaging their services to the NPS.

The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contract. Questions in response to this prospectus are due in writing by 4 pm Eastern Time on April 21, 2024 by email to NER_Concessions@nps.gov. Answers to questions received will be published under this Contract Opportunity on https://sam.gov/.
Proposals must be submitted electronically no later than 4 pm, June 28, 2024, to NER_Concessions@nps.gov and should include “Highland Links Golf Course Prospectus” in the subject line.
Hardcopies of the Offeror Transmittal Letter must be received by the National Park Service by 4 pm Eastern Time on July 5, 2024. Hardcopies must be sent by a major mail carrier (US Postal Service, FedEx, UPS, etc.) to the following address:
