SAN JUAN, Puerto Rico—The National Park Service (NPS) announced today a public meeting to present the draft Free-Ranging Cat Management Plan/Environmental Assessment on August 23, 2023. The public meeting will be held from 6 p.m. to 8 p.m. at the Sheraton Old San Juan Hotel, 100 Brumbaugh Street, San Juan, Puerto Rico.
The draft Free-Ranging Cat Management Plan/Environmental Assessment evaluates three alternatives for management of the free-ranging cats in the park. Under the no-action alternative (alternative 1), no changes would be made to the current management of free-ranging cats. Under the original proposed action (alternative 2), the NPS would enter into an agreement with an organization(s) or agency(s) to remove the cats from the park. Following analysis of the public scoping comments, the NPS added an alternative that revised the original proposed action. The revised proposed action (alternative 3 / NPS preferred alternative) would allow an animal welfare organization six months to trap and remove cats from the park with the use of the current feeding stations, after which time the feeding stations would be permanently removed from the park.
The NPS is accepting public comments on the draft Free-Ranging Cat Management Plan/Environmental Assessment from August 7 through September 5, 2023. Comments may be submitted in person at the public meeting, electronically at https://parkplanning.nps.gov/PaseoCatPlan, or by mail to the following address:
