Obed Wild and Scenic River announces that an Environmental Assessment (EA) for the “Operation Plan for ENREMA, LLC Smarsh Project within the Clear Creek Easement of Obed Wild and Scenic River” will be available for a 30-day public review and comment period beginning July 1, 2021.
Obed Wild and Scenic River encompasses approximately 5,250 acres in Morgan and Cumberland Counties, Tennessee. ENREMA is a non-federal mineral rights owner and operates four oil wells within Obed Wild and Scenic River. ENREMA's plan of operation for the wells within the Clear Creek Easement of Obed Wild and Scenic River, explains the company's proposed well activities. ENREMA plans to use a water flood injection technique through ten existing and functioning wells, located outside of the park boundaries. This is to increase production from the four wells within the park.
The purpose of this EA is to provide a decision-making framework for the National Park Service (NPS) to evaluate the ENREMA proposal to continue developing its mineral rights within Obed Wild and Scenic River. This will be done while protecting and preventing an impairment to park resources, allowing for a safe visitor experience and to determine whether an Environmental Impact Statement should be prepared.
This EA discloses to the public the potential impacts of two practicable alternatives on park resources and values. The park will use this EA to guide its decisions about ENREMA's activities, ensuring the protection of park resources and values, prevention of impairment using best management practices, and compliance with applicable federal, state, and local laws.
