History

Independence National Historical Park (INDE) was authorized by Public Law 80-795 on June 28, 1948, and was formally established on July 4, 1956, "preserving for the benefit of the American people as a national historical park certain historical structures and properties of outstanding and national significance…associated with the American Revolution and the founding and growth of the United States." Located in the Society Hill, Old City, and Germantown neighborhoods of Philadelphia, Pennsylvania, INDE encompasses not only such famous sites and artifacts as Independence Hall, Congress Hall, and the Liberty Bell, but over twenty other structures, gardens, squares, and cemeteries.

The park’s stewardship over three particular National Historic Landmarks has involved an extensive amount of stone condition assessment and treatment work. Those buildings are: the First Bank of the United States, which as of 2014 is an unoccupied building located at 120 South Third Street; the Second Bank of the United States, now a museum gallery at 240 Chestnut Street; and the Merchants’ Exchange Building, which currently houses INDE’s administrative headquarters at 143 South Third Street. Completed in 1797, the First Bank building is a brick structure with a front facade made of Pennsylvania Blue marble, a naturally soft and porous stone from a local quarry. The Second Bank and the Merchants’ Exchange Building (completed in 1824 and 1833, respectively) are both constructed primarily out of Pennsylvania Blue marble with additional sculptural elements composed of Carrara marble. Pennsylvania Blue marble is a common component in thousands of buildings throughout Philadelphia and the surrounding region that date back to the first half of the nineteenth century.

The overall poor performance of Pennsylvania Blue marble ended its use as a building stone in the mid-1800s. Over time, the marble in the First Bank, Second Bank, and Merchants’ Exchange buildings has deteriorated due to stone composition, weathering, temperature changes, and air pollutants. This deterioration is evident in the form of cracking, flaking, differential erosion, dimensional loss, staining, and other visible damage.

In the 1980s, INDE began taking photogrammetric readings to assess the failing marble, researching scientific studies, and preparing conservation strategies. By the mid-1990s, INDE was partnering with the Architectural Conservation Laboratory of the University of Pennsylvania’s Historic Preservation Program to survey the current condition of the stone in all three buildings and to recommend treatment plans. Both institutions also participate in the Pennsylvania Blue Project, a program researching the physical properties of the marble, treatments to repair existing damage, and preventative measures to minimize future deterioration. Over the years, INDE has implemented several conservation and renovation projects in these buildings with the assistance of contractors.

Description
The Stone Conservation Project Records contain project files and supporting documentation generated during projects to survey and restore the outer masonry of the First Bank of the United States, Merchants’ Exchange Building, and Second Bank of the United States. Each of these buildings is a National Historic Landmark within Independence National Historical Park (INDE).

Project materials are organized by building. Material types present throughout the collection include requests for proposals (RFPs), contract files, project correspondence, manuals, assessment reports, strategic report drafts, treatment reports, field notes, readings, samples, research papers, thesis papers, background research, photographs, digital media, construction drawings, and annotated survey drawings.

History Associates printed out select digital files from the CDs and DVDs filed throughout the collection. Researchers will need a computer with a CD or DVD drive in order to view the digital records that were not printed out, which include a substantial number of photographs. There are notes and occasional lists in the folders indicating the presence of files that are solely digital.

Series Descriptions

Series I: First Bank of the United States Projects, 1985-2009

INDE contracted several construction, conservation, and environmental professionals to conduct assessment and improvement projects at the First Bank of the United States. Series I covers the planning and progress of such renovation projects as the replacement of the deteriorated metal cornices on the north, west, and south elevations; survey and treatment of the building’s Pennsylvania marble facade; assessment of the eagle sculpture in the tympanum; utilities improvements; and masonry wall repairs. These projects are documented through budget summaries, assessment reports, digital files, faxes, emails, memoranda, manuals, contract modifications, PMIS records, and construction drawings. Additional items include a proposal to move the Civil War Museum of Philadelphia into the Bank building, photogrammetric records gathered in the 1980s, and a publicized history of the First Bank.

Series II: Merchants’ Exchange Building Strategic Report and Photogrammetry, 1984-1992

Series II documents two early efforts to investigate the decline of the Merchants’ Exchange Building’s historic masonry and to plan a conservation strategy. The first of these efforts is a photogrammetry project in which readings were taken to document the effects of acidic precipitation on the outer stonework. The photogrammetry files include data analysis plan drafts, faxes, field notes, reference material, project summaries, specifications, and a manual. The second assessment effort is a conservation strategy monograph that compiles the results of several condition surveys and scientific studies on the masonry’s deterioration. This monograph formed the basis for the discussion at a 1992 Stone Conservation Strategy Workshop attended by historical architects, conservation professionals, engineers, historians, and scientists (most employed by NPS). The strategic report files include a complete draft, individual chapter drafts, reference articles, drawings, readings, notes, original illustrations, scientific study reports, and conservation workshop material

Series III: Merchants’ Exchange Building Projects, 2004-2013
Organized into three subseries: Subseries A: Conditions Assessment Survey Records; Subseries B: Contract Files; and Subseries C: Publications.
This series contains records regarding Merchants’ Exchange Building conservation projects that continued the work documented in Series II. In these later projects, the building’s deteriorating marble exterior is reassessed and restoration plans are proposed and implemented. Publications concerning the building’s architectural features, marble composition, and restoration are also present.

Subseries A: Conditions Assessment Survey Records, 2004-2013
Arranged alphabetically by record type.
The majority of these records are twenty-three “books” of flattened survey drawings created by the University of Pennsylvania’s Architectural Conservation Research Center. Each drawing depicts a specific segment of the building’s outer masonry and is marked with color-coded notations identifying the presence of cracks, join damage, spalling, staining, metallic elements, and other signs of deterioration. Many notations are drawn on the original plastic sleeves enclosing the drawings. Within each book, the drawings are arranged by alphanumeric code and preceded by reference grids orienting researchers to the order of the coded drawings. Additional survey materials found in this subseries include photographs of east facade column capitals, copies of older photograph prints, lists of scanned images, oversize maps and drawings, and DVDs containing digital images and scanned survey sheets.

Subseries B: Contract Files, 2007-2012
Arranged alphabetically by record type.
The RFPs, transmittal letters, emails, and value analysis report in this subseries document the administration of several conservation projects. These projects include the survey, conservation, and treatment of the Merchants’ Exchange Building’s exterior masonry, the stabilization of the third floor marble cornices and capitals, and the rehabilitation of the cupola on top of the building. The project work was performed by contractors, including Farewell Mills Gatsch Architects and Kirk Associates, LLC.

Subseries C: Publications, 2004-2011
Arranged alphabetically by title.
This subseries contains project reports, product data, journal articles, and thesis papers authored by graduate students, contractors, and collaborating institutions. The publications cover the architectural features and types of marble that the Merchants’ Exchange Building is comprised of, as well as stone conservation products and techniques. Two reports describe an experimental use of laser scanning on threedimensional objects that was a joint project between INDE and the University of Pennsylvania’s Architectural Conservation Laboratory

Series IV: Second Bank of the United States Projects, 1994-2011
Organized into three subseries: Subseries A: Contract Files; Subseries B: Field School Records; and Subseries C: Assessments, Reports and Publications.
Series IV documents condition surveys and conservation efforts performed on the exterior masonry of the Second Bank of the United States. The survey work was undertaken as joint endeavors between INDE and the University of Pennsylvania, while the conservation work was hired out to contractors. Several of these projects resulted in publicized research and project reports.

Subseries A: Contract Files, 2003-2008
Arranged alphabetically by contractor, and thereunder alphabetically by record type.
INDE awarded a contract to Puente Construction Enterprises for the treatment of incipient spalling on sixteen columns on the north and south porticos. This subseries consists of the solicitation, contract safety manual, quality control plan, memoranda, insurance certificates, correspondence, and other material that Puente Construction submitted to INDE. It also consists of the RFP prepared by the Architectural Conservation Laboratory, proposals sent by other contractors, and project agreements signed by companies awarded smaller portions of the work.

Subseries B: Field School Records, 1998-2003
Arranged alphabetically by subject.
NPS conducted surveys in 1999 and 2003 to inspect the conditions of the building’s exterior masonry and columns. The documentation teams for both surveys were comprised of graduate and postgraduate interns from the University of Pennsylvania’s Historic Preservation Program. This subseries contains project reports, readings, column samples, sample analysis, planning correspondence, intern curriculum vitae, images, a project description, a grant proposal, and survey drawings. The drawings, a number of which are still encased in their original plastic enclosures, are annotated with colored markings and codes that indicate the presence of various conditions on the marble.

Subseries C: Assessments, Reports and Publications, 1994-2011
Arranged alphabetically by title.
This subseries consists of final project reports, images, a thesis paper, and a book depicting the current physical condition of the Second Bank building and treatments done on its exterior stone. Several of these writings were prepared by contractors employed by INDE to investigate the building’s structure and marble composition. The thesis was written by a student expanding on research gathered during the 1999 and 2003 field school surveys. Of particular note is the file unit titled “Stone Conservation Strategy, 1994,” which contains a report summarizing the stone conservation issues found in the First Bank of the United States, Merchants’ Exchange Building, and Second Bank of the United States and presents a strategy to survey and treat all three buildings.
