Congress established Cedar Creek and Belle Grove National Historical Park to

"...preserve, protect, and interpret a nationally significant Civil War landscape and antebellum plantation... tell the rich story of Shenandoah Valley history... preserve the significant historic, natural, cultural, military, and scenic resources through partnerships with local landowners and the community... and serve as a focal point to recognize and interpret important events and geographic locations within the Shenandoah Valley Battlefields National Historic District..."

Partnership Park

Cedar Creek and Belle Grove National Historical Park is a partnership park with limited property in federal ownership. The National Park Service (NPS) works with other organizations to protect, preserve, and interpret properties inside the park's legislated boundaries. 

A small park staff carries out the federal laws and policies governing NPS lands within the park boundary. A committee representing the NPS, partner organizations, landowners, and related federal, state, and local governments, advises the NPS in carrying out its general management plan.
