Administrative History Note

Photography played an important role in the establishment of early national parks, convincing politicians and others of the wonderous landscapes deserving protection. Indeed, it also played a key role in the establishment of the NPS when the well-illustrated National Parks Portfolio was distributed in 1916 to politicians, chambers of commerce, women's clubs, professional organizations, prominent businessmen and others likely to support the national park legislation.

Although artists such as Carelton Watkins, William Henry Jackson, and later Ansel Adams produced photographs recognized as high art, as national parks grew most photographers focused on developing images for brochures, stereographs, lantern slides, postcards, souvenir albums, and other items that appealed to the tourist market. Parks such as Yellowstone, Yosemite, Grand Canyon, Sequoia, Mount Rainier, and Crater Lake had privately-operated photography studios as concessions. For many years before and after its establishment, the NPS largely relied on railroad companies and commercial photographers to popularize national parks through pleasing photographs that appealed to popular tastes.

In 1911 the Department of the Interior (DOI) first called for using photographs and press releases to garner newspaper publicity of park activities and resources. In summer and fall 1915 Stephen T. Mather “borrowed” Herbert T. Cowling from the US Reclamation Service in DOI to produce photographs and films of national parks. In December 1918 landscape photographer Herbert Gleason received a temporary appointment as a DOI inspector. His job was to photograph existing parks and areas under consideration for park designation. He traveled extensively over the next nine months documenting parks across the West and Southwest. His photographs highlighted the attractions of the John Muir Trail as a means of emphasizing the importance of expanding Sequoia National Park to include Mt. Whitney and the headwaters of the Kings River. The NPS made Gleason’s photographs available to publications such as Saturday Evening Post and National Geographic Magazine.

Throughout the 1920s Mather, then director of the NPS, emphasized the value of photography for publicity and to fulfill his vision of incorporating national park imagery into the American educational system. As parks became more popular, demands for photographs continued to increase. The NPS could no longer rely on commercial photographers who increasingly expected compensation for use of their images. In April 1929 George A. Grant was hired as the first official photographer.

Grant and those who came after him combined traditional landscape imagery with tourist activities. They also documented development and improvements to national park facilities; flora and fauna; artifacts; exhibits; NPS employees; and special projects such as the New Deal work programs and NPS Mission 66. Many of their photographs were exhibited in visitor center exhibits and used in government publications, often without attribution.

The NPS wildlife survey, begin in 1929, resulted in hundreds of images taken by Joseph S. Dixon, George M. Wright, and Ben Thompson. In the 1930s two additional photographers were hired and Grant was promoted to chief photographer. By 1937 Grant was frequently working on DOI projects, leaving photographers Ralph Anderson, Alan Rhinehart, and employees like Natt N. Dodge to make up the difference when new images were needed. Grant retired in 1954 but subsequent NPS photographers such as Jack Boucher and Abbie Rowe continued the tradition.

Cardstock 3x5, 4x8, and 5x7 print file cards with mounted black-and-white photographs. Many cards have captions describing the prints. Images document people, history, natural and cultural resources, national parks and the NPS. Topics represented include special events; visitors; museum exhibits; education and interpretation programs; park dedication ceremonies; religious services in parks; and national park postage stamps. Images of Native Americans, petroglyphs, and precolonial structures are included. Photos of the Sonoran Mission expedition and other surveys; landscapes and scenic views; park flora and fauna; natural disasters; litter and vandalism; natural resources management; and inholders and their historic residences in national parks are present. Images document a wide range of structures in national parks; NPS staff, including directors; conferences and meetings; award presentations, transportation; NPS signs and symbols; and maps.
