Conditions Governing Use: The collection is open for research use. However, Public Law 111-011, Title VI, Subtitle D, Section 6304 requires that paleontological locality information associated with paleontological resources use permits remain confidential as well as information concerning the nature and location of the paleontological resource. In accordance with the Freedom of Information Act, 5 U.S.C. Section 552(b), the Paleontological Resources Protection Act establishes particular criteria for withholding certain paleontological records under Exemption 3A. Access to materials with site location information will not be granted without written permission from the NPS senior paleontologist. In addition, some of the reports and other reference materials in this collection were not produced by the NPS and may not be in the public domain. Administrative History Note

In 1985 Vincent Santucci began his National Park Service (NPS) career as a seasonal ranger with expertise in geology and paleontology at Badlands National Park. Santucci spent long hours learning about the Badlands, reading extensively, tagging along with summer geology and paleontology field camps, and corresponding with well-published paleontology experts like Morris Skinner and John Clark. In 1986 he attended the first Federal Paleontology Conference where a speaker announced that 12 national parks had paleontological resources. Hearing that, Santucci recognized that the NPS and park staff were largely unaware of the breadth and depth of these resources. Motivated to gather and make available better data, he reached out to park staff and colleagues, conducted literature reviews, and visited other repositories to establish the accurate count of NPS sites with paleontological resources. More than 275 national parks, monuments, and historic sites are now known to have them.

In 1998 Santucci began officially working on Servicewide palenontology through a job share with Fossil Butte National Park and the Geological Resources Division in the Washington office. Later, the NPS formally established the NPS Paleontology Program with Santucci as the senior paleontologist. In May 2008 Santucci added Justin Tweet to the program's team, working through the GeoCorps America program. He also collaborated with colleagues, interns, and others throughout the NPS and academia to achieve his program goals. Tweet became an NPS employee in the NPS Paleontology Program in December 2023.

Notable among the Paleontology Program's accomplishments are the creation of baseline inventory data; efforts to protect paleontological specimens from illegal collecting; support for passage of the Paleontological Resources Protect Act; and public education and outreach efforts such as the annual National Fossil Day and the Junior Paleontologist program.

Scope and Content Note

Correspondence, research notes, reports, and publications related to geological and paleontological resources in national park units. Includes historical publications from numerous sources collected during data mining efforts. Several different types on inventories, including geological inventories, Inventory & Monitoring (I&M) Networks inventories, thematic inventories, and others are present. Digital audio files and transcripts from oral history interviews with NPS and other paleontologists about NPS paleontological resources is included. Servicewide files include correspondence, reports, and other materials addressing paleontological issues across the NPS. Topics include resource management, legal issues, commercial fossil collecting, the Paleontological Resource Protection Act, and educational activities such as National Fossil Day and the Junior Paleontogist program. Records of NPS Senior Paleontologist Vincent Santucci, from throughout his NPS career, are present.

Administrative History Note

In 1985 Seasonal Park Ranger Vincent Santucci began accumulating geology and paleontology records for the area within and around Badlands National Park. As Santucci's servicewide responsibilities increased over the next twenty years, and driven by a personal desire to document fossils in as many national parks as possible, he expanded this resource to encompass 275 parks, reaching out to NPS staff and other colleagues, conducting literature reviews, researching specimens in museum collections, and documenting parks with paleontological resources. Over time, digital files were compiled as technological changes made it easy to acquire or produce electronic records. When Santucci became the NPS senior paleontologist in 2009, these documents formed the core of park research and reference files for the new Paleontology Program.

Scope and Content Note

Paleontological and geological records from over 275 parks, including publications, reports, drafts, notes, web articles, news clippings, magazines, correspondence, abstracts and bibliographies, permits, project proposals, inventories, museum collections, park Unigrid brochures, photographs, inventories, maps and stratigraphy, and other graphics. Most materials have been scanned; brochures, loose business cards, photographic materials, bookmarks, oversized maps, park newspapers, and magazine articles not pertaining directly to paleontology or geology have not been scanned.

Restricted records (noted as such) containing sensitive paleontological site location information may not be accessed without written permission from the NPS senior paleontologist.

Inventory & Monitoring (I&M) Network reports containing paleontology inventory data for network parks, including extensive literature reviews, interviews with park staff, geologists, and paleontologists, baseline paleontology resource data, and preliminary recommendations for resource management. Tables, maps, and geologic time scales are included. Email correspondence, geologic inventory meeting and workshop summaries, research notes, gray literature, publications, bibliographies, and draft reports are present for some networks.

Administrative History Note

The National Park Service (NPS) began Servicewide Inventory and Monitoring (I&M) in 1992 with four prototype parks and one employee, guided by an advisory committee. Although NPS-75 established the I&M Program’s mission, goals, and framework, the program lacked the funding necessary to develop significantly beyond the four initial parks. Strong NPS leadership and bipartisan Congressional support for science-based management of national parks led to Natural Resource Challenge funding in 2000. As a result, a new I&M Division was formed within the NPS Natural Resources Stewardship and Science directorate and more than 280 parks with significant natural resources were grouped into 32 "networks" based on geography and common natural resource characteristics. Twelve basic inventories, including one focused on park geologic resources, were identified as priorities to help the NPS better understand and manage park natural resources.

The Geologic Resource Inventory (GRI) is a collaboration between the I&M Network and Colorado State University. The GRI team, working closely with a variety of partners, planned to provide each of the 270 natural area parks with a geologic scoping meeting, digital geologic map data and poster, and a park-specific geologic report. These products are designed to enhance stewardship of park resources by providing valuable information about geologic formations, hazards, and links between geology, history, and other natural resources. Often, the inventories facilitate the collection of new data and additional fieldwork to complement existing information. The first GRI reports were completed in 2004. As of 2022, 187 reports have been completed.

Administrative History Note

When the NPS Inventory & Monitoring (I&M) Program identified its 12 basic inventory needs in 2000, many types of natural resources were excluded due to funding limitations, including paleontological resources. Pressure from managers of excluded resources caused the I&M Network to take a hard line against requests for additional inventory categories. Despite this, the NPS Geologic Resources Division was able to successfully advocate for the addition of a 13th inventory for paleontological resources.

Beginning in 2002 the Geologic Resources Division and the I&M Program partnered to conduct paleontological resource inventories for parks in all 32 I&M networks. These reports inform park managers, scientists, stakeholders, and the public about the existence of paleontological resources, their condition, and any factors and/or activities that threaten them. of the paleontological resource inventories for the 32 networks were completed by January 2012.

Scope and Content Note

Reports containing paleontology inventory data for each park with a given I&M Network. Reports compile extensive literature reviews, interviews with park staff, geologists, and paleontologists, and provide baseline paleontology resource data and preliminary recommendations for resource management. Tables, maps, and geologic time scales are included. Email correspondence, geologic inventory meeting and workshop summaries, research notes, gray literature, publications, bibliographies, and draft reports are present for some networks.

These reports do not contain sensitive paleontological site location details. The links below provide access to electronic copies of each report in this subseries.

Scope and Content Note

Servicewide thematic inventories of specific types and/or categories of paleontological resources occurring within NPS areas. Inventories are divided by taxa (fish, trilobites, Mesozoic mammals and non-mammalian therapsids, non-avian dinosaurs, and Proboscideans), trace fossils (tracks and burrows, coprolites, and packrat middens), and context (cultural and caves). Also includes correspondence and research materials that contributed to creation of the inventories.

Administrative History Note

The inventories were created to identify known paleontological resources within a given park, establishing baseline data for future resource management, research, and monitoring. Extensive field surveys, literature reviews, and examinations of museum specimen data were conducted. These inventories were made possible through the collaboration of specialists within the NPS, educational institutions, and others. Another function of the park -specific inventories is that they serve as paleontology-specific training for park staff.

Park-specific inventory reports provide comprehensive information about the known paleontological resources within a park, including geological, paleontological, and scientific history, resource management, museum curation, law enforcement, and interpretation. Administrative History Note

The NPS Geological Resources Division completed a series of reports to highlight geologic features (or “stratotypes”) of parks. These inventories document geologic type sections that are within NPS areas. Geologic type sections have not been previously inventoried and these inventories provide baseline data for this geologic resource category.

Scope and Content Note

Digital audio files, transcripts, research notes, photographs, and other supporting documents for oral histories created to document NPS paleontological resources. Narrators were NPS and other paleontologists, geologists, professors, botanists, archeologists, conservationists, and artists. The interview with former US Senator Harry Reid (D-Nevada) discusses the Paleontological Resources Preservation Act, Omnibus Public Lands legislation, and the establishment of Tule Springs Fossil Beds National Monument. Several interviews with NPS Senior Paleontologist Vince Santucci discuss the development and major accomplishments of the NPS Paleontology Program.

The National Fossil Day partnership has expanded to include more than 380 partners throughout the United States and spans across all states.
