Biographical Note

Horace Marden Albright, a native of Bishop, California, was born January 6, 1890, to George and Mary Albright. Growing up, Albright had a particularly close relationship with his grandfather, Horace Marden, who took him on several trips into the Sierra Nevada Mountains. While on these trips, Albright was deeply affected by the natural beauty of the sprawling landscape. His love for the Sierra Nevada stayed with him throughout his life and inspired his conservation work regarding the preservation of a wide range of natural landscapes. Albright received an undergraduate degree in economics from the University of California, Berkeley in 1912. He went on to work as the assistant to his former economics professor, Adolph Miller in Washington, DC.

The day before he left California, Albright dared to ask Grace Noble, a woman he admired but had been afraid to approach, for a date and they agreed to stay in touch. The next day Albright moved to Washington, DC and began working for Miller, who had been appointed assistant secretary to Secretary of the Interior Franklin K. Lane. Albright’s job was to assist Miller with his priorities to professionalize the administration of the parks and passage of a bill to authorize a new Federal Bureau of National Parks. While working for Miller, Albright attended Georgetown University, obtaining his law degree in 1914.

On January 12, 1915, Secretary Lane hired wealthy Chicago businessman and self-made millionaire Stephen T. Mather to replace Miller as special assistant for national park concerns, making Albright Mather’s legal assistant. In this position, Albright worked with Mather to develop political and popular support for a new National Park Service. Albright married Grace Noble on December 23, 1915.

Mather and Albright were successful in their endeavors, leading President Woodrow Wilson to sign legislation establishing the NPS on August 25, 1916. An appropriations act on April 17, 1917 provided funds for NPS operations. Mather was appointed the first director of the National Park Service on May 16, 1917 with a twenty-six year old Albright as his assistant director. However, Mather struggled with bouts of depression, leaving Albright to serve as acting director until 1919. During this time period, Albright was able to get the new bureau up and running, but he unsuccessfully sought to transfer historic battlefields, forts, and memorials managed by the War Department to the NPS, which would have greatly expanded the NPS in the East.

In February 1919, the Albrights had a son, Robert Mather Albright. The pace of Albright’s work and long separations were taking a toll on his personal life. With two job offers from law firms in California, he submitted his resignation to Mather in March 1919, effective July 1. In that letter, Albright expressed his interest in the superintendency of Yellowstone National Park. In April, Mather offered him the Yellowstone position, with the caveat that he also serve as Mather’s field assistant, returning to Washington, DC during the winter months. Albright became superintendent on July 19, 1919, and assistant director, field in January 1920.

Albright continued to work with Mather to professionalize the national parks, improve facilities and access, and provide educational opportunities. In 1919 Mather sent Albright to inspect Hawaii National Park, and Grace accompanied him on that trip. Efforts to protect park resources required defeating several projects to construct dams and other water supply projects in national parks and the Federal Water Power Act was amended in 1921 to exclude existing national parks and monuments from water-power projects.

Over the years, Albright repeatedly stated his disinterest in the NPS director position. In November 1928 Mather suffered a stroke. Albright was pressured by many individuals to become the new director, although he initially resisted, preferring to stay in Yellowstone. Albright was convinced to accept the position when it was pointed out to him that a new director might not manage in "the Mather tradition" and would not assure his ability to stay at Yellowstone, as he could easily be transferred. In 1929, Mather retired and was immediately replaced by Albright.

As director, Albright expanded national park areas in states east of the Mississippi River. He also renewed his earlier efforts to have the War Department sites, such as national battlefields, transferred to the NPS. First, he convinced Congress to establish three new historical parks: George Washington Birthplace, Colonial, and Morristown, the latter being the first designated national historical park. Colonial and Morristown brought the NPS directly into military history, paving the way for the War Department sites. Soon after President Franklin D. Roosevelt took office in 1933, Albright accompanied him on a trip to Shenandoah National Park and mentioned his desire to acquire all the military parks. Roosevelt agreed and directed Albright to initiate an executive transfer order.

Under the order, effective August 10, 1933, the Park Service received the War Department's parks and monuments, the 15 national monuments then held by the Forest Service, as well as the national capital parks which included the Washington Monument, Lincoln Memorial, and White House. The addition of nearly 50 historical areas in the East made the National Park System truly national and deeply involved with historic as well as natural preservation. Having achieved his goal, Albright resigned as director, effective August 9, 1933. On August 10th he became vice president and general manager of the United States Potash Company, retiring from that company in 1956.

Albright remained a life-long advocate for the NPS, its resources, and personnel. In 1948, he was appointed by Herbert Hoover, chairman of the Presidential Commission on Organization of the Executive Branch of the Government, to serve on the commission’s task force on natural resources. He was appointed to the NPS Advisory Board, serving intermittently on committees from 1974 to 1980. He continued to use his experience and connections as a former NPS director, as well as his passion for conservation, to support the expansion of the National Park System. Albright maintained active correspondence with numerous individuals from his NPS days and was interviewed for oral histories on several occasions. He also continued to promote the NPS through interviews, articles, speeches, and publication of several books. In 1985, he worked with Robert Cahn to write The Birth of the National Park Service: The Founding Years, 1913-1933. In 1999, his book, Creating the National Park Service: The Missing Years, co-written with his daughter, Marian Albright Schenck, was posthumously published.

Among his many honors, King Gustav of Sweden knighted Albright with the Order of the Northern Star in 1933 for achievements in management of national parks. He received the Pugsley Gold Medal from the American Scenic and Historic Preservation Society in 1929. The universities of California, Montana, and New Mexico conferred honorary Doctor of Law degrees to him. Numerous conservation organizations also gave him awards, including the Camp Fire Club of America, Garden Club of America, Theodore Roosevelt Memorial Association, Audubon Society, and American Forestry Association. In 1957 the NPS established the Horace M. Albright Training Center at Yosemite National Park; it moved to Grand Canyon National Park in 1963. Albright Grove Trail at Great Smoky Mountains National Park is also named for him. In 1959 the University of California, Berkely created the Horace M. Albright Lectureship in Conservation. In 1980 he received the Presidential Medal of Freedom from President Jimmy Carter on the 64th anniversary of the National Park Service. In 1986 the Sierra Club presented him with the John Muir Award for his role in organizing the NPS and establishing several national parks.

At the age of 97, Albright died in a convalescent home in North Hollywood, California on March 28, 1987, having survived wife Grace (d. 1980) and his son Robert (d. 1950). Albright's daughter Marian died in 2015.

Extent of the series: 4.4 LF

Scope and Content Note

Correspondence, notes, informational guides, reports, articles, press releases, photographs, and legislation regarding the National Park Service, the Civilian Conservation Corps (CCC), the Emergency Relief Act, and other related topics, created and assembled by Horace M. Albright following his retirement from the NPS in 1933. Subjects include NPS history and policy, NPS employees, concession operations in parks, NPS roads, grazing issues, meetings and conferences, and NPS and park anniversaries. Of particular interest are articles and summaries Albright created (some unpublished) documenting the early history of the NPS and his experiences. Correspondents include former NPS employees Daniel Beard, S. Herbert Evison, and Jesse Nusbaum, among others. Also of note is Albright’s correspondence with John D. Rockefeller, Jr. and regarding Jackson Hole. Additionally, there is correspondence regarding an appeal to the lawsuit filed against Albright, Frank J. Salinsky, Jr., R.H. Andrews, Ralph P. Merritt, John R. White, and Arthur E. Demaray by the United States indicting the defendants with conspiracy arising out of the sale of two parcels of land to the United States. Albright’s role as a member of the NPS Advisory board intermittently between 1974 and 1980 is reflected in the records which include the Board's meeting minutes and associated documents.

Series V: Files Related to National and State Parks, 1898-2012 (bulk dates: 1934-2006)

Extent of the series: 6.25 LF

Scope and Content Note

Photographs, news clippings, magazine articles, correspondence, park-specific studies and plans, books, maps, blueprints, press releases, brochures, informational packets, and programs related to national and state parks in the United States. Most of the materials post-date Albright’s NPS career. Materials that post-date Albright’s death in 1987 were assembled by his daughter Marian Albright Schenk. Park-specific studies and plans include the fire management assessment for Glacier National Park, and environmental assessments for various parks, including Channel Islands National Park, Grand Canyon National Park, and Yellowstone National Park. Of interest are files highlighting the creation of Everglades National Park, park master plans, environmental assessments, park reports and studies, and files regarding the rich history of Death Valley National Park, formerly Death Valley National Monument, including the 100th anniversary of the park, a radio series transcript, reports, and land acquisition plans.

Files regarding the former Jackson Hole National Monument and its incorporation into Grand Teton National Park are present, including a manuscript titled “The Brief, Hectic Life of Jackson Hole National Monument,” regarding the history of the creation of Jackson Hole National Monument. News clippings detailing the Rockefeller family returning to Jackson Hole following their history with Albright to create Jackson Hole National Monument are included. Also included are files related to the early history of Hawaii Volcanoes National Park, comprising of a 1920 inspection tour and annual report, as well as a diary owned by Director Stephen T. Mather containing notes from his 1919 trip to Hawaii.

Extent of the series: 2.8 LF

Scope and Content Note

Audio recordings and transcripts of interviews with Horace M. Albright conducted by various individuals. Interviews post-date his NPS career and were conducted from 1959 to 1987. Albright,” in which he looks back on his career and life dedicated to the National Park Service, as well as “NPS History and Stephen Mather,” which relates Albright’s work and friendship with Mather. Two sets of interviews are associated with seminal Albright publications. Thirty recordings and transcripts of interviews conducted by Robert Cahn for his 1986 book with Albright, The Birth of the National Park Service: The Founding Years 1913-1933. Interviews by Albright’s daughter, Marion Albright Schenck, provided background information for Creating the National Park Service: The Missing Years (1999) by Albright and Schenck. Other interviews include those conducted by Julie Russell as part of the Grand Canyon Oral History Project. Recordings and transcripts of tributes and dedications to Albright by the NPS and others are included, as is a speech given by Albright.
