Biographical Note

Denis P. “Deny” Galvin was born in South Boston, Massachusetts, to a blue-collar Irish immigrant family in 1938. He graduated from Northeastern University in 1960 with a Bachelor of Science in Mechanical Engineering. After graduation, Galvin continued working in heavy industrial manufacturing at General Alloys Company in Boston, a job he started in 1956. He rose to the position of chief of quality control by July 1961. From July 1961 through July 1963, Galvin served as a surveyor with the Peace Corps in Tanzania, East Africa. Projects Galvin implemented included providing the water supply at Ngorongoro Crater and the building the entrance road at Lake Manyara National Park. He also designed and built major river crossings at Arusha and assisted in the survey of Arusha-Moshi International Airport.

Upon Galvin’s return to the United States in 1963, he began his career with the National Park Service (NPS), accepting a civil engineer position at Sequoia & Kings Canyon National Parks in California. As a park civil engineer, he provided project supervision on accelerated public works projects and conducted extensive snow removal studies, even training Yosemite National Park regarding snow removal study methods. Over his 38-year career, Galvin contributed to and guided the NPS from positions in various national parks, regional offices, training centers, service centers, and the NPS headquarters in Washington, DC.

From July 1965 to March 1967 Galvin worked as an engineer at Mount Rainier National Park. His role was primarily to provide programming assistance and technical direction to the road crew throughout the park, but he also provided design, technical assistance, and surveying layout for buildings and utilities operations. Galvin’s career as a civil engineer continued with a position at the NPS Southwest Regional Office. From March 1967 to September 1969, he performed engineering work associated with program management and technical assistance to parks throughout the seven-state region. In September 1969 Galvin became a training specialist at the Horace M. Albright Training Center in Grand Canyon National Park. He served as instructor, training developer, coordinator, and counsellor for activities ranging from maintenance to outdoor skills.

In December 1972 he became the management assistant at the NPS New York District Office, serving as principal assistant to the district director in charge of park operations in New York and New Jersey. This period of Galvin’s career was dominated by the creation of Gateway National Recreation Area and he participated in preliminary planning decisions, created the initial development programs, and assisted in the initial operations, including major land transfers and working with US Park Police on law enforcement matters.

In January 1974 he was appointed associate regional director for park operations at the newly established North Atlantic Regional Office in Boston. In this role Galvin was responsible for overseeing visitor services, law enforcement, maintenance, and interpretation but he was also involved in the logistics of setting up the new regional office. He was the principal member of the Bicentennial Action Group for the region. Two years later in April 1976, Galvin became the region’s deputy director. As principal assistant to the regional director, he served an eight-state region, addressing a variety of complex issues. Legal matters included zoning issues and off-road vehicle use at several parks. Galvin also addressed planning problems at several parks, complex interactions in difficult urban areas, and the establishment of three national park units in Massachusetts.

In October 1978 Galvin became program manager (engineering) at the Denver Service Center (DSC) in Colorado, where he was responsible for executing the major planning, design, development, and construction program for the NPS. As manager, Galvin placed particular emphasis on system development (e.g., workload analysis, project management, and national priorities) and improved obligation rates by 20%. During Galvin’s tenure, DSC obligated over $750 million in project funding, including line-item construction. As manager of DSC, he testified annually at Congressional hearings to explain the character for the construction request and was regarded as the principal expert on the physical facilities of the NPS. Galvin also oversaw NPS international assistance to the governments of Saudi Arabia, Tunisia, Colombia, Guatemala, and other nations regarding establishment of their own national parks.

In October 1985 Galvin was appointed deputy director of the NPS. As deputy director, he was called upon frequently to serve as acting director; by his own estimate, Galvin spent approximately 50% of his time acting while the NPS director was on travel. During his tenure Galvin was a principal witness before the House and Senate Appropriations Committees and was repeatedly called upon to testify before Congressional committees. The 100th Congress passed eight-eight pieces of legislation related to the NPS and Galvin testified for fifty-one of them. He also provided instrumental support in a major legislative effort to modernize the park entrance fee system, allowing gate receipts to support park operations (passed in December 1987 as Public Law 100-203).

As a result of conflicts with the Secretary of the Interior’s Office, Galvin’s position as deputy director became tenuous beginning in February 1989. In April 1989 he was detailed to Harpers Ferry Center for 90 days, as a special assistant to the director. In June 1989 Galvin was given a directed reassignment by Director James Ridenour to serve as regional director for the North Atlantic Regional Office, with an initial detail to the Office of the Director. Galvin declined that reassignment, seeking instead the assistance director for visitor services position. Ultimately, in July 1989 Galvin was reassigned to the position of associate director for planning and development, a post he held for about eight years. Galvin became NPS deputy director again in 1997, a position he held until his retirement on January 3, 2002.

From the mid-1980s through 2001, Galvin worked on a wide variety of management efforts, resource issues, and NPS programs. He developed an action plan to implement Director Mott’s 12-Point Program without new budget initiatives. Under Galvin’s leadership, the first systematic surveys of NPS cultural and natural resources were completed. Other resource management issues he addressed included Yellowstone bison management, snowmobile use in parks, and the Cerro Grande fire. Galvin also played key roles in employee housing initiatives, a program to celebrate the Bicentennial of the US Constitution, and a planning effort to prepare for the Quincentennial. Galvin led a US Parks/Preservation Delegation to the Soviet Union in 1987. Those meetings resulted in a protocol with a number of specific cooperative projects to be undertaken for mutual benefit of the US and USSR, including a proposal to establish an international park in Alaska-Siberia (known as Beringia).

Galvin frequently served as an administration spokesperson, addressing print and television media on a wide variety of issues, including: the firing of Lee Ioccocca from the head of the Statue of Liberty and Ellis Island Commission; the impact of Gramm-Rudman-Hollings Balanced Budget Act on the NPS; national resources policies; the fee initiative; expansion of Manassas National Battlefield; the Yellowstone fires; aircraft overflights at the Grand Canyon, and other controversial topics. Throughout his career, Galvin retained a strong interest and expertise in NPS management policies. Guiding him was his belief that the NPS should be recognized more as “stewards of heritage rather than managers of land.”

Upon his retirement from the NPS, Galvin continued to work aggressively in support of parks and conservation. In 2008 and2009 he served as member of the National Parks and Conservation Association’s (NPCA) Second Century Commission for the National Parks. He also served as an advisor to the Coalition to Protect America’s National Parks and as a member of the NPCA Board of Trustees. Galvin’s important contributions have been widely acknowledged within and outside NPS. The American Academy for Park and Recreation Administration (AAPRA) awarded him the national Pugsley Medal for his role in advancing parks and conservation in 1991. He also received the Federal Government’s Presidential Rank Award in 2001 "for exceptional achievement in the career Senior Executive Service," and was named a fellow of the AARPA. In 2013, Galvin received the George Wright Society's George Melendez Wright Award, which cited his "distinguished lifetime record... on behalf of America’s national parks."

Scope and Content Note

Correspondence and memos, clippings, press releases, reports, notebooks, schedules, photographs, audiovisual material, publications, and speeches from Denis P. Galvin’s career with the NPS, spanning the beginning of his career in 1963, through his retirement in 2002, as well as some of his post-retirement work advocating for parks and conservation. Although comprehensive in date, this collection more robustly documents Galvin’s tenure as deputy director of the NPS (1985-1989; 1997-2002) and associate director for planning and development (1989-1997) than it does his earlier career appointments. However, these papers reflect a subset of Galvin’s records as deputy director, as Galvin reported that he left his “active files” for the incoming deputy director. No electronic records or email were received with this material.

Scope and Content Note

Documents created or maintained by Galvin, beginning with his position at the Denver Service Center in 1978 and carrying through his tenure as NPS deputy director until his retirement in early 2002. Also included are documents Galvin collected as he continued to work in support of the NPS after retirement. Represented within each year are photographs depicting events and programs, calendars reflecting Galvin’s appointments and appearances, remarks and speeches, reports from various projects and initiatives, conference materials, and correspondence. Also included are awards Galvin received, including the Engineer of the Year award in 1983, a performance award in 1986, and the Distinguished Service Award in 2000. Of particular note is a comprehensive series of spiral-bound notebooks containing Galvin’s meeting and project notes. Each year has several associated notebooks with paperclips marking events or issues Galvin considered significant or time consuming for that year. Galvin marked those passages and prepared the annual “summary of activities” documents around 2014 or 2015 while reviewing his records in advance of oral histories conducted by NPS Oral History Program Manager LuAnn Jones, prior to depositing his records with the NPS History Collection. As a result, those paper clips were not removed during processing.

Scope and Content Note

Correspondence and memos, briefings, trip reports, reports, photographs, clippings, publications, and press releases related to projects Galvin worked on in the later years of his career, especially between 1992 and 2001. The Shared Beringian Heritage Program, a program which sought to establish an international park between the USSR and the United States across the Bering Strait, is well represented. Documents related to Galvin’s work to establish policies surrounding snowmobile use in national parks in the early 2000s, reports and correspondence regarding the Yellowstone Bison Management Plan between 1997 and 2000, and records regarding Fire Management and the Cerro Grande fire, which date from 1993 to 2000, are also included.

Scope and Content Note

Documents reflecting Galvin’s pursuits in his early career beginning in his second year of service with the NPS in 1964 and ranging through 1977, at which time he was serving as deputy director of the North Atlantic Region. The various jobs and appointments held by Galvin in his first decade and a half of work, training materials from the Horace M. Albright Training Center in Grand Canyon National Park, reports, manuals, and pamphlets issued to NPS personnel in the 1970s, and some photographs are included. Also present is a “personnel file,” which chronologically documents Galvin’s promotions, reviews, and awards earned between 1964 and 1977.
