Managment of Amistad National Recreation Area is governed by the National Park Service Organic Act, Code of Federal Regulations (CFR), Secretary of Interior Orders, National Park Service Management Policies, and subsequent memoranda and related guidance. However, these laws and policies can be very broad and not all parks have the same resources, such as water-based recreation, historical structures, or even trees. Each park is unique and has its own unique set of laws that include its Enabling Legislation, in addition to the laws that apply to every unit, such as those pertaining to "littering." Because of this, the park superintendent can "model" these regulations to fit the park's special needs. This modeling is published in the Superintendent's Compendium, which is the final word on park-specific policies and regulations.
