DBB 4.0 Construction Documents (CD)

4.1 Prepare 100% Draft Construction Document (CD)

Based on Design Development (DD) Documents, recommendations from the Value Methodology Report, and resolution of NPS DD Documents review comments, prepare:

The Architect/Engineer (A/E) shall exclude Brand Name materials from specifications and utilize salient characteristics to the maximum extent practicable. When Brand Name is required to ensure quality of design, and the A/E suspects [based on market research] that suitable equal materials are likely available from other manufactures, the A/E shall identify the item as “Brand Name or Equal,” and include the salient physical, functional, or performance characteristics that will satisfy the design requirements in the specifications in the following format:

[Brand Name; Part Number; Etc.] Brand Name or Equal Salient Characteristics that an equal must meet are delineated below:

Physical: (All physical characteristic that an equal must meet shall be included here).

Functional: (All functional characteristic that an equal must meet shall be included here).

Performance: (All functional characteristic that an equal must meet shall be included here).

If any of the above mentioned characteristic categories (physical, functional, or performance) are not applicable, “None” shall be used to denote that no salient characteristics apply to that specific brand name or equal description.

4.2 Prepare Submittal List

Prepare Submittal List and Review Estimate template included with Division 1 Specifications.


4.3 Prepare Closeout and Operation & Maintenance (O&M) Requirements

Prepare the Closeout and O&M requirements as identified in individual construction specification sections. Use the Closeout and O&M Requirements template included with Division 1 Specifications.


4.4 Finalize NPS Constructability Checklist (CD Resolution)

Identify resolutions to unique projects issues under the CD Resolution (Construction Documents) column on the NPS Constructability Checklist. A Constructability Analysis utilizing the NPS Constructability Checklist is required for every project.

4.5 Update Value Methodology Report

Update and finalize the Value Methodology Report documenting all CD Phase value methodology activities.

4.6 Prepare Class A MasteFormat Construction Cost Estimate

Prepare the Class A MasterFormat Construction Cost Estimate based on the completed 100% Draft Construction Documents using the Class B & A MasterFormat Construction Cost Estimate template. Confirm that project cost is within available funds.

4.7 Format Supplemental Design Reports (Soils, Hazmat, Etc.)

Identify and format final supplemental design reports to be included in the Construction Specifications.

  • Class A MasterFormat Construction Cost Estimate
  • Design Calculations
  • Checklists for internal review of drawings, specifications, calculations, and cost estimates
    • Required documents for each submission are included and complete per contract requirements.
    • Required documents have been through a Quality Control (QC) review. NPS requires documentation and submittal of QC work performed.
  • NPS DSC Quality Assurance (QA) Review Comments form with responses to Design Development Documents review comments

4.8.2 Submit 100% Complete Construction Documents (CD) for Final Approval

Resolve 100% Draft CD and incorporate resolutions 100% Complete CD. Submit 100% Complete CD and responses to 100% Draft CD review comments, utilizing the NPS DSC QA Review Comments form, within 30 calendar days after receiving comments for final review and approval.

4.8.3 Submit Final Construction Documents (CD) Stamped and Signed

Resolve 100% Complete CD review comments and incorporate resolutions into Final CD. Upon final review of 100% Complete CD, submit the following record set of Final CD for NPS archiving and general use.

  • Final Construction Drawings
  • Final Division 1 Specifications - Architect-Engineer (A/E) team to stamp and sign cover sheet.
  • Final Divisions 2 through 49 Construction Specifications - Architect-Engineer (A/E) team to stamp and sign cover sheet.
  • Final Statement of Structural Tests and Special Inspections
  • Final Profit Calculator
  • Final Contract Price Schedule
  • Permits
  • Final Submittal List
  • Final Closeout and Operation & Maintenance (O&M) Requirements
  • Final NPS Constructability Checklist
  • Final Value Methodology Report
  • Final Class A MasterFormat Construction Cost Estimate

4.9 Update Class A MasterFormat Construction Cost Estimate

Update Class A MasterFormat Construction Cost Estimate, as directed, when the elapsed time between submission of Final Construction Documents and initiation of Construction Contract Procurement exceeds six months.
