Contact: Kristen Allen, 804-226-1981 PUBLIC NOTICE OF AVAILABILITY THE NATIONAL PARK SERVICE ANNOUNCES THE AVAILABILITY OF THE ENGINEERING EVALUATION/COST ANALYSIS (EE/CA) and UPDATED ADMINISTRATIVE RECORD
for THE FORT DARLING LANDFILL SITE RICHMOND NATIONAL BATTLEFIELD PARK, VIRGINIA
The National Park Service (NPS) announces the availability for public review of documents comprising the updated Administrative Record File, now including the Engineering Evaluation/Cost Analysis Report (EE/CA), for the selection of a removal action at the Fort Darling Landfill Site, located in Richmond National Battlefield Park, Virginia.
The EE/CA was prepared under NPS authority derived from Section 104 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and is consistent with the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The purpose of the EE/CA is to describe the removal action objectives (RAOs), describe and evaluate the available alternatives for cleanup of methane in groundwater, volatile organic compounds (VOCs) in groundwater, and unconsolidated landfill waste, and identify the recommended removal action for each area of concern. The removal actions recommended in the EE/CA are (1) deed restrictions and pre-construction sampling for methane, (2) monitored natural attenuation and institutional controls for VOCs, and (3) recurring waste removal for unconsolidated landfill waste. A final remedy selection will be made after the public comment period, taking into account any comments that are received.
The National Park Service welcomes written comments from the public on the proposed removal action and on the Administrative Record File. The public comment period is open from January 7, 2016 through February 22, 2016 A public meeting may be requested and will be scheduled if appropriate to address public concerns or to answer questions. The updated Administrative Record File, including the EE/CA, is available for review during normal business hours at:
