Inspired by Roger Williams’ ideas about civil equality, government by the people, and separation of church and state, the memorial has erected many banners to act as a gateway into the park. The banners feature National Park sites that relate to the themes in Roger Williams' story. The sites include Effigy Mounds National Monument, Independence National Historical Park, Harriet Tubman Underground Railroad National Historical Park, Manzanar National Historic Site and Stonewall National Monument.
