Inspector P. T. Primm was sent to Joshua Tree to assess the appropriateness of adding Joshua Tree to the National Park System. Correspondence to his superiors indicates that he thought that it had some aspects worthy of the National Park System, but it was lacking in others. In spite of his hesitancy, the area became a national monument in 1936.
