Mount Rushmore Commercial Use Authorization Fee Schedule

Effective Dates: January 1, 2024 to December 31, 2024

The purpose of this page is to communicate the Commercial Use Authorization (CUA) fee schedule to CUA holders and applicants and to explain how CUA fees will be assessed against in-park gross receipts of CUA holders and collected by the National Park Service (NPS).

Authority to Require Fees: Public Law 105-391, Section 418 and 36 CFR 5.3 require the NPS to charge a reasonable fee for CUAs. The fee must be equal to an amount at least sufficient to recover the NPS’s costs in administering and managing the CUAs. Thus, all CUA applicants will be required to pay two types of fees: Application Fees and CUA Management Fees (such as Market Price Fees or other fee types).

Application Fee: A nonrefundable fee assessed to recover administrative costs associated with reviewing and approving or denying applications for CUAs. Costs are incurred by the NPS from the time of the original CUA request until it issues or denies the CUA. This fee is non-refundable and due at the time of application submittal and must be paid online at Pay.gov.

Management Fees: An umbrella term for different types of fees to recover the actual costs incurred by all park divisions involved in support of the use, monitoring, clean up, and restoration after the use. This fee is collected at the end of the CUA holders operating season and must be paid online at Pay.gov. CUAs issued by Mount Rushmore National Memorial are valid for up to one year, so this management fee is an annual requirement.

Market Price: A type of Management Fee based on the percentage of gross receipts earned from the in-park or park-dependent operations. The application fee is deducted from the Market Price Fee. For CUAs requiring a Market Price Fee, refer to the table below:

CUA Annual Report: The CUA holder must submit a CUA Annual Report (NPS Form 10-660) on or before January 30th of the year following the CUA’s expiration. At that time, the NPS will contact the CUA holder to notify them of any Management Fees owed. The Management Fees will be due on or before February 15th of the year following the CUA’s expiration. Failure to meet either of these deadlines will result in denial of future CUAs.
