Copyright and Restrictions

The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted materials. The various state privacy acts govern the use of materials that document private individuals, groups, and corporations.

Under certain conditions specified in the law, libraries and archives are authorized to furnish a reproduction if the document does not infringe the privacy rights of an individual, group, or corporation. These specified conditions of authorized use include:

History

Independence National Historical Park (INDE) was authorized by an act of Congress on June 28, 1948, and was formally established on July 4, 1956, “preserving for the benefit of the American people as a national historical park certain historical structures and properties of outstanding and national significance...associated with the American Revolution and the founding and growth of the United States.” Located in the Society Hill, Old City, and Germantown neighborhoods of Philadelphia, Independence National Historical Park encompasses not only such famous sites and artifacts as Independence Hall, Congress Hall, and the Liberty Bell, but over twenty other structures, gardens, squares, and cemeteries. These include the reconstructed Graff house (site where Thomas Jefferson drafted the Declaration of Independence), Franklin Court (site of Benjamin Franklin’s house), Carpenters' Hall (meeting place of the First Continental Congress), and the Deshler-Morris House (where George Washington lived for brief periods in 1793 and 1794).

The Public Affairs Office of Independence National Historical Park is the division responsible for special event planning, interacting with the media, approving permits for special park use, and fulfilling Freedom of Information Act requests. Other duties include publishing the park staff newsletter, coordinating INDE’s many partnerships, reaching the public through social media, and writing press releases.

Superintendent Martha Aikens created the Public Affairs Office in 1994. Prior to this organizational realignment, the Interpretation and Visitor Services division oversaw the responsibilities of Public Affairs. Therefore, many of the records within this collection originate from Interpretation and Visitor Services. As of 2013, the Public Affairs Office consisted of a public affairs specialist, public affairs assistant, visitor use assistant, and park ranger responsible for special event planning.

Description:
The Public Affairs Office Records consist primarily of records related to special event planning, photographs of park events, and public relations documents. Significant groupings of material relate to the 1987 Constitution Bicentennial, and events surrounding Independence Day commemorations throughout the years. Despite its historical significance, very few files relate to the planning associated with the 1976 Bicentennial of the American Revolution. Because the Public Affairs Office was not established until 1994, many files within the collection originated from the Interpretation and Visitor Services division, which handled functions that later became associated with the Public Affairs Office.

The majority of the textual documents include permits, press releases, newsletters, correspondence, reports, and awards. Photographic materials consist of prints, negatives, contact sheets, slides, and digital files on compact discs. The collection also includes a VIP guest book containing signatures of notable visitors to the park, such as U.S. Presidents, Liberty Medal recipients, and foreign heads of state.

Series Descriptions

Series I. Special Event Files, 1918, 1923, 1945-2008 (bulk dates: 1975-2000)

Divided into three subseries: Subseries A: Events; Subseries B: Permits and Special Attention Requests; and Subseries C: Event Calendars.

The largest series in the collection, these records provide evidence of special events that have taken place on the grounds of INDE, primarily from 1976 to 2008. Records include permits, calendars, reports, correspondence, press kits, media guides, and audiovisual materials.

Subseries A. Events, 1918, 1923, 1945-2008 (bulk dates: 1975-2000)
Arranged alphabetically by event name.

Consists of public relations and planning documents related to events, conventions, exhibitions, anniversaries, dedications, and celebrations held at INDE. Materials associated with We the People 200, The Liberty Medal, Welcome America, Photo of the Century, and the Republican National Convention of 2000 feature prominently. Additional materials include extensive documentation of the 1988 Ku Klux Klan sponsored White Pride Day event that was planned but did not take place. Only a few files relate to the 1976 Bicentennial of the American Revolution. The file “Miscellaneous Events” consists of loose documents not related to any specific file unit within the series. Documents dating from the 1920s and 1940s-- before INDE was established-- are in the file “Lafayette Birthday Celebration.”

These records were utilized for planning and promotion, and often include media briefings, meeting minutes, and documents related to event security. The files in this subseries also include ephemera such as tickets, fliers, and pamphlets related to special events. Other specific materials include correspondence, reports, clippings, press kits, media guides, programs, speeches, photographs, educational resources, DVDs, and VHS cassettes.

Subseries B. Permits and Special Attention Requests, 1968-1977, 1984-1990 (bulk dates: 1976, 1987)
Arranged chronologically based on the date of the event, not the date the paperwork was filed.

Focusing mostly on the years 1976 and 1987, this subseries contains permit files related to special events, public assemblies, meetings, distribution of printed matter, and filming for commercial purposes. Specific materials include approved permits, unsuccessful applications for permits, permit follow-up documents, and special attention requests. In some cases, fliers, programs, and correspondence related to the event are attached to the permits.

Subseries C. Calendars, 1974-1999 (bulk dates: 1987-1999)
Arranged chronologically.

Contains calendars that provide an outline of daily events held at INDE, including specific times when events were scheduled to occur. Though the calendars include major events, the bulk of the listings are of small-scale happenings such as tours, wedding photographs, meetings, lectures, dinners, and parties.

Series II. Photographic Materials, 1951, 1957, 1974- 2009, undated (bulk dates: 1991-2009)
Divided into three subseries: Subseries A: Photographs, Negatives, and Contact Sheets; Subseries B: Compact Discs; and Subseries C: Slides.

Consists of photographic materials documenting special events, views of various park buildings, and INDE staff. Dating mostly from 1991 to 2009, the images were captured by park staff and professional photographers including Top Guns Corporate Photography, Phillip Mantas, and Kevin Daley.

Arranged chronologically and thereunder alphabetically by name of event, person, or subject.

The photographs in this subseries document special events, construction projects, various park views, and condition assessments of INDE property. Significant events include Liberty Medal ceremonies; Martin Luther King Jr. Day celebrations; the Presidents’ Summit for America’s Future; and VIP visits to the park. Individuals present at these events and depicted in the photographs include President Clinton, Secretary-General of the U.N. Kofi Annan, Nobel Peace Prize recipient Kim Dae Jung, Ted Turner, actress Cecily Tyson, and Senator George Mitchell. The subseries also includes staff photographs of holiday parties, awards ceremonies, and park employees performing daily duties.

Subseries B. Digital Photographs, 2002-2009
Arranged chronologically. Consists of digital photographs stored on compact discs. The images primarily document special events held at INDE from the 2000s such as the Washington Square Ownership Transfer Ceremony, the Liberty in Motion ceremony, and the Lincoln 200 Parade.

Subseries C. Slides, 1976, 1984-1987, 1994-2001, undated (bulk dates: 1995- 1997)
Arranged chronologically by year, and thereunder alphabetically by name of event, person, or subject.

Contains images of staff members working and views of the park. Park views were captured in 1995 and include interior and exterior images of Independence Hall, Poe House, Deshler-Morris House, the Merchants’ Exchange Building, and other historical structures within the park.

Series III. Newsletters, 1973-2002
Arranged chronologically.

Contains copies of “Aurora” (previously “The New Aurora and General Advertiser”), the park staff newsletter containing news items relevant to employees at INDE. The newsletter began as an informal weekly publication written mostly in bullet points. It evolved to become a monthly publication with full length articles, graphical content, and summaries of division reports. Additional contents include event descriptions, maintenance updates, visitation statistics, and information about individual staff members. Notably missing are many issues from 1983-1984, 1988, 1992-1994, and 2001-2002.

Series IV. Press Releases, 1960-2007 (bulk dates: 1975-2007)
Arranged chronologically.

Composed primarily of press releases providing information about special events, park hours, educational programming, and significant news items related to INDE. It also contains occasional press releases from the City of Philadelphia, The Independence National Historical Park Advisory Commission, The Friends of Independence National Historical Park (FINHP), and other related organizations. This series also contains lists of media outlets who regularly received press releases from INDE, especially in the 1970s.

Series V. VIP Visitor Books, 1975-2009, 2012
Pages of log books arranged chronologically.

Consists of pages from the VIP log book containing signatures of distinguished visitors to INDE. Notable signatures include United States presidents from Gerald Ford to Bill Clinton, Supreme Court justices, vice presidents, first ladies, senators, presidential candidates, and Liberty Medal recipients. The signatures of foreign dignitaries include those of royalty, prime ministers, presidents, and other heads of state. Specific examples include U.S. Army General and Secretary of State Colin Powell, Japanese diplomat Sadako Ogata, Supreme Court Chief Justice Warren Burger, Afghan President Hamid Karzai, First Lady Michelle Obama, Israeli Prime Minister Shimon Peres, and Supreme Court Associate Justice Sandra Day O’Connor.

Most guests signed the book while attending events surrounding the 1976 Bicentennial of the American Revolution, the 1987 Constitution Bicentennial, and the 1991 Bill of Rights Bicentennial. In the 1990s, INDE began printing individual sheets for guests to sign rather than keeping a permanent book. Fewer signatures were recorded in the 1990s and 2000s. This series also contains logs from events held at the Merchants’ Exchange Building in 2003 and 2004.

Consists of correspondence filed according to subject based on the former National Park Service Records Disposition Schedule (NPS-19) or by the names of public affairs officers.

Dating mostly from the 1970s and 2000s, this subseries contains correspondence that is administrative in nature, dealing specifically with public relations and special events. This subject-based correspondence also relates to historic site maintenance; interpretation and information; and photographic records.

Subseries B. Staff Name Files, 1994-1999
Arranged alphabetically by staff member name, and thereunder chronologically.

Contains correspondence sent and received in the 1990s by public affairs officers Phil Sheridan and Ann Marie DiSerafino; events coordinator Lee Dickinson; and education specialist Frank Eidmann. Topics include special event planning, complaints, donations, invitations, thank you letters, and information requests. Of note is the correspondence sent to civic leaders and government officials regarding events and celebrations held at INDE.

Series VII. Subject Files, 1945-2009, undated
Arranged alphabetically by subject.

Contains files that the public affairs office and related divisions referenced as they performed their various tasks. Materials consist of reports, appointment books, clippings, photographs, partnership agreements, calendars, correspondence, and Freedom of Information Act requests. The bulk of the series contains park visitation statistics and files related to the Utility Improvement Project (UIP).
