Preface

This document, the Finding Aid for the American Revolution Patriots Fund Records, 1985-2006, describes records produced by the American Revolution Patriots Fund (ARPF). This finding aid was issued in 2008 and is the result of an Archival Internship through the Temple University Department of History, funded by the ARPF.

Dedication

This finding aid is dedicated to the memory of Arthur Klein, a lifelong Philadelphian dedicated to the restoration and preservation of Philadelphia's historical landmarks.

Copyright and Privacy Restrictions

The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted materials. The Privacy Act of 1974 (5 United States Code 552a) governs the use of materials that document private individuals, groups and corporations.

Under certain conditions specified in the law, libraries and archives are authorized to furnish a reproduction if the document does not infringe the privacy rights of an individual, group or corporation. These specified conditions of authorized use include:
  • non-commercial and non-profit study, scholarship, research or teaching
  • criticism or commentary
  • as a NPS preservation or security copy for research use
  • as a research copy for deposit in another institution

If the researcher later uses a copy or reproduction for purposes in excess of "fair use," the researcher is personally liable for copyright, privacy, or publicity infringement and agrees to indemnify the NPS from any legal action as a result of the error. Permission to publish, exhibit, perform, reproduce, prepare derivative works from, sell or otherwise distribute the item must be obtained separately in writing from the holder of the original copyright (or if the creator is dead from his/her heirs) as well as from any individual(s), groups or corporations whose name, image, recorded words or private information (e.g. employment information) may be reproduced in the source material. The holder of the original copyright isn't necessarily the National Park Service. Introduction

This document, The Finding Aid for the American Revolution Patriots Fund Records, 1985-2006, is the result of work carried out by an Archives Intern from the Temple University Department of History, funded by the American Revolution Patriots Fund. It describes the records of the American Revolution Patriots Fund.

The ARPF disbanded in 2006 and turned their records over to Independence National Historical Park. The intern began work in June of 2007 and completed the project in December of the same year. The project was carried out under the guidance of Karen Stevens, Archivist and Library Manager of the Independence National Historical Park Library and Archives. The work was done in the Library and Archives oflndependence National Historical Park. Intern Amanda Woolman surveyed and, based on the approved processing plan, began processing the collection in June 2007.

The material processed was arranged into series and re-housed into acid-free folders and archival boxes. Paper clips, staples and other metal fasteners were left as they were in much of the collection, unless they posed an immediate archival threat. Drawings, photographs, transparencies and oversize materials were removed from the collection and replaced with a separation sheet to indicate their initial location and their new location.

Videocassettes were re-housed in an acid-free archival videocassette box. One book was removed and cataloged for inclusion in the INDE library. Separation sheets indicate its locations.

The materials described here were cataloged into the Automated National Catalog System (ANCS+) in a single record in the Collections Management Module for submission to the National catalog. This finding aid was created including a description of the collection and a collection inventory.

The finding aid is divided into four sections:

The American Revolution Patriot Fund Records, 1985 - 2006 (bulk dates 1992-2006) were created by the American Revolution Patriots Fund (ARPF). The collection documents the organization's fund raising efforts for a contribution toward the restoration of Washington Square.

The records consist of articles, videotapes, correspondence, photographs, publications, newspaper clippings, drawings, financial files, research materials and reports, and planning documents for interpretative plaques and fund raising. They also include construction project files re: walkways, landscaping, benches, bench plaques, a tribute to Ambassador Foglietta, and the Washington Monument, including the Tomb of the Unknown Soldier of the American Revolutionary War, Eternal Flame and Guard House.

Series Descriptions

Series I: Administrative Files, 1992-2005
This series documents the administrative aspects of the ARPF. The agendas, Agenda Packets, Minutes, Charitable Organization Registration, By-Laws and Directory of Officers and Directors are arranged by date.

Series II: Clippings, 1992-2006, undated
This series contains all articles, both newspaper and magazine, published about Washington Square, including those about the Tomb of the Unknown Soldier of the American Revolutionary War, Eternal Flame and public events or ceremonies held in the square during the restoration period. This is a small series - one folder - so there is no organization within this series.

Series III: Correspondence, 1992-2006
This series contains all correspondence to or from members of the ARPF whose subject matter is not limited to one particular aspect of the Square. For example, a piece of correspondence discussing the Foglietta Tribute would be found in Series V. Arrangement was left in the original order.

Series IV: Treasurer's Working Files, 1992-2006
This series documents all financial aspects of the organization. Donations, bank statements and treasurer's reports are organized chronologically.

Series V: Washington Square Construction and Restoration Project Files, 1985-2006
This series contains all documents relating to the planning and execution of the restoration efforts by the ARPF in partnership with the City of Philadelphia, INHP and the Fairmount Park Commission. Primary facets of the restoration project include bench plaque recognition for donations, landscaping, Tomb of the Unknown American Revolutionary War Solder, Eternal Flame, the tribute to Ambassador Foglietta, the renovation of the walkways and waysides. Washington Square Updates are arranged chronologically.

Series VI: Photographic Materials, 1993-2002
This series contains all photographs, transparencies, photo negatives removed from other parts of the collection.

Series VII: Videocassette Tapes, 1998-2005
This series contains all videocassette tapes.

Series VIII: Drawings, 2001
This series contains the drawings and other oversize material used or produced by the ARPF. Due to their size, these documents were separated and are now located in drawers 35 and 167 in the Flat Files Room.
 

A Brief History of the American Revolution Patriots Fund

An agreement was reached in 1991 between the Department of the Interior and the City of Philadelphia's Fairmount Park Commission which stated that management, but not ownership, of Washington Square would pass from the Fairmount Park Commission to Independence National Historical Park when an unnamed third party agreeable to both raised the money needed to restore the Square. That third party, a non-profit corporation called the American Revolution Patriots Fund, was founded in 1992 and approved by the FPC and the Department of the Interior in 1993. Founding members include Marguerite Flounders (President), Rev. James Murrey (Vice President), Arthur Klein (Secretary, Exec. Vice President), and Win Carroll (Vice President, President). Over the next thirteen years, the ARPF raised money and planned the restoration, rehabilitation and renovation of many aspects of the Square, including the Tomb of the Unknown American Revolutionary War Soldier, the walkways, landscaping and irrigation system. The work was completed in 2006, and in the months following the turnover of management from the City to INHP the ARPF disbanded. The organization records were turned over to Independence National Historical Park for archival preservation.

The ARPF worked to bring together the support of city and neighborhood organizations and private residents of the Society Hill area, including the Washington Square Association and the Society Hill Civic Association. Over $3.5 million was provided from the Federal Government and the City of Philadelphia, namely through historically­ oriented grants and the efforts of Ambassador Thomas Foglietta, a Philadelphia native.
The ARPF also assisted in the restoration efforts by researching and interviewing the teams responsible for the restoration of the Tomb of the Unknown American Revolutionary War Soldier, paving, landscaping and design of the interpretative elements. This collection documents the interaction between these organizations and people, the decisions that were made, as well as numerous efforts to recognize major contributors in the form of bench plaques, ground plaques and a tribute ceremony to Ambassador Foglietta.
