Copyright and Restrictions

The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted materials. The various state privacy acts govern the use of materials that document private individuals, groups, and corporations.

History

Independence National Historical Park (INDE) was authorized by an act of Congress on June 28, 1948, and was formally established on July 4, 1956, "preserving for the benefit of the American people as a national historical park certain historical structures and properties of outstanding and national significance…associated with the American Revolution and the founding and growth of the United States." Located in the Society Hill, Old City, and Germantown neighborhoods of Philadelphia, Independence National Historical Park encompasses not only such famous sites and artifacts as Independence Hall, Congress Hall, and the Liberty Bell, but over twenty other structures, gardens, squares, and cemeteries.

Historic architects have played a pivotal role in the creation and development of Independence National Historical Park. The first historical chief architect for the park, Charles E. Peterson, was appointed in 1950. Peterson was an established architect with the National Park Service (NPS) before coming to INDE, famous for creating the Historic American Buildings Survey (HABS) in 1933. Peterson and his team were tasked with the restoration of such structures as Independence Hall, Old City Hall, Congress Hall, the First and Second Banks of the United States, the Merchants' Exchange Building, the Bishop White House, the Dilworth-Todd-Moylan House, and the site of Benjamin Franklin's residence. The architects conducted historical research to identify the original structural elements and appearance of each building in order to develop recommendations for restoration. Their findings were incorporated into Historic Structures Reports alongside the work of INDE's historians, museum curators, and archeologists. Following approval of their recommendations, the architects drew up specifications and drawings, working closely with the restoration specialists and construction contractors to ensure that the desired restorations were achieved.

The architectural program at INDE has been administered through a number of NPS offices over the years. In 1954, Peterson was reassigned to head the historic structures section of the newly created Eastern Office of Design and Construction (EODC), and Charles S. Grossman was appointed Chief Architect at INDE in his stead. In 1958, however, responsibility for INDE's restoration and its architectural staff were transferred to the EODC Historic Structures Section. Notable park architects such as Penelope Hartshorne Batcheler, Henry A. Judd, and Lee H. Nelson carried out architectural projects in conjunction with the NPS revitalization program "Mission 66". Henry Judd and later Lee Nelson assumed oversight of INDE's restoration projects following Peterson's retirement in 1962. For a period of time in the 1960s, the park's architectural program was administered by NPS offices based in Washington D.C., and by 1972 the Denver Service Center managed the EODC, where Penelope Hartshorne Batcheler supervised restoration and reconstruction projects in anticipation of INDE's 1976 Bicentennial Celebrations. The park service re-established the position of historic architect in 1980 and was later part of the Cultural Resource Management Division. In 2011 the historic architects office became part of the park's Asset Preservation and Maintenance Division, where the motto "Maintenance is Preservation" is a guiding principle.

Since the park's inception, almost 150 architects, student architects, and interns have participated in the research and development of building restoration and maintenance at the park. The park's architects continue to preserve, maintain, and restore the park's many historic buildings.

This series is organized into two subseries: Subseries A: General Materials and Subseries B: Records from Specific Sites and Locations.
This series contains materials produced and collected by the Architect's Office
throughout the park's creation and development. The records document the efforts of park architects to preserve, rehabilitate, and rebuild historic sites and structures throughout the park. Materials include architectural and archeological reports, Historic American Buildings Survey (HABS) reports, restoration reports, historical research files, correspondence, news clippings, drawings, and photographs. In some cases, the records pre-date the founding of the park.

This subseries is arranged alphabetically.
This subseries contains records related to architectural planning at the park on a broad scale. Materials include Advisory Commission and Architectural Advisory Committee meeting minutes, reports, correspondence, weekly newsletters, and legal documentation. In some cases, the records pre-date the founding of the park.


Subseries B: Records From Specific Sites and Locations, 1938-1992, undated
This subseries is arranged alphabetically by park site.
This subseries contains architectural records related to specific sites and structures throughout the park. It contains documentation on the architecture of such sites as the Bishop White House, Carpenter's Court and Carpenter's Hall, Christ Church, City Tavern, the Deshler-Morris House, the Dilworth-Todd-Moylan House, the First Bank of the United States, Franklin Court and the Market Street Houses, the Merchants' Exchange Building, and the Second Bank of the United States, and such Independence Square sites as Congress Hall, Independence Hall, and Old City Hall. Each site listing contains the address and INDE identification number for the site. Materials include architectural, archeological, and historical research files, HABS field books, Historic Structures Reports, correspondence, notes, reports, and restoration documentation. In addition, there are a large number of photographs and drawings in this collection; these items have been removed for preservation purposes to Series III and Series IV. Researchers should note that the drawings in Series IV have been incorporated into the Architectural Plans and Drawings Collection.


Series II: Resident Architects' Material, 1942-1993
This series is organized into two subseries: Subseries A: Office of Penelope Hartshorne Batcheler, and Subseries B: Office of Charles Peterson.
This series contains the individual working files of two of the park's longtime architects: Penelope Hartshorne Batcheler, who worked at INDE from 1955-1993, and Charles Peterson, whose tenure at INDE began prior to the park's establishment as a national park. Materials in this series include architectural, archeological, and historical research files, correspondence, reports, restoration details, lectures, articles, and Philadelphia Planning Commission documents.

Subseries A: Office of Penelope Hartshorne Batcheler, 1947-1993
This subseries is arranged alphabetically by park site.
This subseries contains the working files of notable park architect Penelope Hartshorne Batcheler. It includes documentation relating to such park sites as the Bond House, Carpenter's Hall and Carpenter's Court, and Area F. There is a significant amount of documentation regarding specific areas within Independence Hall, including the Assembly Room, the Supreme Court Room, Independence Hall Tower, and the West Facade Clock. Materials include architectural, archeological, and historical research files, correspondence, HABS field books, environmental statements, reports, task directives, restoration details, maps, and sketches. In addition, there are a large number of photographs and drawings in this collection; these items have been removed for preservation purposes to Series III and Series IV. Researchers should note that the drawings in Series IV have been incorporated into the Architectural Plans and Drawings Collection.


Subseries B: Office of Charles Peterson, 1942-1986
This subseries is arranged alphabetically.
This subseries contains the working files of renowned architect Charles Peterson. Materials include correspondence, historical research files, reports, transcriptions of lectures and speeches, news clippings, and City of Philadelphia Planning Commission documents. In addition, there are a large number of photographs and drawings in this collection; these items have been removed for preservation purposes to Series III and Series IV. Researchers should note that the drawings in Series IV have been incorporated into the Architectural Plans and Drawings Collection.


Series III: Photographs, Negatives, and Slides, 1947-1982, undated
This series is arranged numerically by control number.
This series is composed of research photographs as well as documentary photography of the restoration and rehabilitation of park structures. In addition to historical scenes, the photographs include photography of such buildings as the Bishop White House, Carpenters' Hall and Carpenters' Court, Christ Church, City Tavern, Congress Hall, the Dilworth-ToddMoylan House, the Drexel Building, First Bank of the United States, Franklin Court, the Girard Power Plant, Gloria Dei (Old Swedes') Church, Independence Hall (including the Assembly Room, Supreme Court Room, and Tower), the Market Street Houses, the Merchants' Exchange Building, Old City Hall, and the South Second Bank of the United States. In some cases the photographs depict buildings and city landscapes that no longer exist. These photographs were assigned a unique identifier when they were removed for preservation purposes from Series I and Series II, and have been arranged in the order in which they were removed. A detailed inventory of the photographs is available upon request.


Series IV: Drawings, 1944-1987, undated
This series contains architectural drawings that have been removed from Series I and II for preservation purposes. At the time of processing, these 474 drawings were assigned a unique identifier and arranged in flat files in numerical order. These drawings have since been incorporated into the Architectural Plans and Drawings Collection. A list of the drawings removed from the original collection is available upon request.
