History

The Finding Aid for the Construction Project Records is the result of work performed by the staff of History Associates Incorporated (HAI). HAI archivist Caris Brown surveyed the collection in August 2005. Based on the approved processing plan, HAI archivists Caris Brown, Abigail Dixon, Liz Suckow, Julie Schweitzer, Jim McIntyre, and Lloyd Williams arranged, rehoused, and described the collection.

This finding aid describes the administrative records created by National Park Service supervisors, architects, maintenance staff, and contractors as they went about the work of the design, construction, renovation, and repair of the grounds, buildings, and other structures that make up Independence National Historical Park (INDE). The bulk of the records document the years 1955 to 1980, and many of the construction projects described were part of the “Mission 66” and Bicentennial preparation plans. The records are organized into four series: Construction Files, 1925-2013, Completion Reports, 1955-1980, undated, General, 1950-1987, undated, and Separated Photographs, 1919, 1939-1942, 1950-1986, undated (bulk dates 1954-1982).

Three sets of records were integrated to create the Construction Project Records: Architectural and Shop Drawings, Maintenance Division Records, and Site Development Records. All three collections document the design and construction process and contain the same types of records.

During the summer of 1983 INDE initiated a comprehensive project to formally collect and organize the park’s archival materials. Materials gathered during the 1983 Archives Project were found in filing cabinets, boxes, and loose piles. The lack of a central research repository prior to this time led to the loss of archival materials and unclear provenance of the materials collected. The collected records were sorted into thirteen categories.

Sixty-three boxes were identified as site development records and further subdivided into five collections. One of these subdivisions was designated construction records, which included thirty-three boxes containing transmittals, building specifications, and plans and three boxes of shop drawings from Penelope Batchelor’s files.

Oversize items were separated from the collection, placed in oversize acid-free folders, and stored in map case drawer 165 of the INDE Archives. Separation sheets indicate where items were originally located and are currently filed. Photographs were numbered and then placed in archival quality polypropylene sleeves and acid-free binder boxes. A separation sheet precedes each photograph or set of photographs in a binder box. Three-dimensional samples of the structure and interior decoration of buildings, such as pieces of carpet or wallpaper, were removed from the collection for consideration by museum curators for inclusion in the architectural study collection. Separation sheets document the original location of the items.

Oversize architectural drawings were removed for integration in the INHP Architectural Plans and Drawings Collection. These drawings consist primarily of shop drawings and are filed with their respective project drawings: design development/preliminaries, sketches or studies, working drawings; and as-builts. Each separated drawing or multiple drawing set is documented in the files by a separation sheet. Attached to each drawing or multiple drawing set is a separation sheet indicating where the drawing or multiple drawing set was originally filed. In cases where drawings were stored loose in boxes, a folder was created to contain the separation sheets. A drawing worksheet was completed for each drawing or multiple drawing set.

In May 2006 HAI archivists Caris Brown and Julie Schweitzer, with the assistance of INDE archivist Karen Stevens, integrated the drawings into the Architectural Plans and Drawings Collection. Drawing worksheets were interfiled in the Architectural Plans and Drawings Collection worksheet binders. The interfiled drawings are listed in that collection’s drawing inventory. When a duplicate drawing was found in the Architectural Plans and Drawings Collection, the duplicate removed from this collection was discarded. Assigned worksheet numbers begin with 3089 and end with 4019; numbers 3227, 3228, and 4015 were not used.

Many drawings described in the transmittals were either previously removed from the records or no longer filed with the transmittal. Researchers should consult the INHP Architectural Plans and Drawings Collection inventory to locate drawings.

Reprographic copies and originals on unstable medium were copied onto acid-free, lignin-free paper. If the preservation and original copies were equally legible, the original was discarded. Reprographic copies rendered illegible due to deterioration over time remain as is in the collection. Newspaper clippings were photocopied on acid-free, lignin-free paper and discarded.

Description:
The Construction Project Records, 1916, 1925-2013 (bulk dates 1955-1980), were created by National Park Service supervisors, architects, and maintenance staff as well as construction and maintenance contractors hired by Independence National Historical Park (INDE) to complete projects throughout the park. The collection documents the design, construction, renovation, and repair of the grounds, buildings, and other structures that make up Independence National Historical Park.

The records consist of administrative forms, bid documents, change orders, contracts, correspondence, cost estimates, an energy efficiency study, equipment manuals, foreman’s journals, photographs, specifications, transmittals of vendor samples and literature, vendor and subcontractor submittals, work orders, and work reports.

Series Descriptions

Series 1: Construction Files, 1925-2013
This series contains the records relating to the construction, maintenance, expansion, and improvement of the buildings, structures, and grounds of Independence National Historical Park. Photographs separated from this series are found in boxes 67-75, and map case drawer 165, folders 1 and 2, contain separated oversize items.

The material has been subdivided into fifty subseries. Each subseries represents a building site, and the subseries are arranged numerically by location code used by the National Park Service to classify the buildings, structures, and grounds that comprise the park.

Each subseries is further divided into sub-subseries representing projects. Occasionally, subseries are divided by topic rather than project. Records that could not be identified with a specific project are assigned to a general sub-subseries. The sub-subseries are arranged as follows: administrative files, project specifications, and transmittals.

Administrative files are arranged alphabetically by folder title. Project specifications are arranged chronologically by date. Transmittals are most often arranged in numerical order, but in two instances they are arranged by date to reflect original order. Many drawings described in the transmittals were either previously removed from the records or are no longer filed with the transmittals.

As noted in the introduction to this finding aid, oversize architectural drawings have been separated for inclusion in the INHP Architectural Plans and Drawings Collection. Each drawing or multiple drawing set has been documented by a separation sheet and is listed in the Architectural Plans and Drawings Collection. The number of drawings removed from a subseries is indicated; a few subseries had no oversize drawings to be removed.

Subseries 1: 100/Independence Square, 1951-1969, 1974-1976, 1985, undated
Independence Square refers to the block within the park bordered by Walnut Street, Sixth Street, Sansom Street, and Fifth Street, that includes Independence Hall, Congress Hall, and Old City Hall. The records in this subseries document the large number of improvements made between 1951 and 1979 to the area, and to the interiors and exteriors of the surrounding buildings. The records document planting, landscape irrigation, drainage of the area, painting of exterior structures, the modernization of the fire detection, sprinkler, electrical, and environmental control systems, the renovation of the West Wing VIP facility, and other general improvements.

This subseries contains bid documents, correspondence, memoranda, specifications, and structural reports. Twelve drawings related to Independence Square were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 2: 101/Independence Hall, 1945-1975, 1981-1982, undated
Independence Hall is located on Chestnut Street between Fifth Street and Sixth Street, facing Independence Mall. The records in this subseries document the various construction projects undertaken between 1945 and 1975 to preserve and restore this historic landmark, including the restoration of the roofs and the Assembly Room, the rehabilitation of the entrance plaza, and the reconstruction of the Tower steps. The records also document the restoration of the tall case clock on the west exterior of the structure, completed in anticipation of the Bicentennial celebration, and the restoration and refurbishing of the second floor. The second floor restoration was funded by the Daughters of the American Revolution and was also a Bicentennial project.

This subseries consists of bid documents, correspondence, operation and maintenance manuals, specifications, vendor literature, and work reports. Fifty-one drawings of Independence Hall, as well as four drawings of the Independence Hall Group Buildings located on Independence Square, were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Congress Hall is located on the corner of Sixth Street and Chestnut Street, west of Independence Hall. The records in this subseries document the interior renovations completed between 1959 and 1981, including the improvements made to the environmental controls, several rehabilitation projects, plumbing, lighting, and general projects.

Subseries 4: 103/Old City Hall, 1957-1977, 1987
Old City Hall is located on the corner of Fifth Street and Chestnut Street to the east of Independence Hall. The records in this subseries document several projects that were undertaken between 1962 and 1977, and include the records of the adaptive restoration of the structure to its eighteenth-century appearance for the Bicentennial. Other projects described by the records include the structural rehabilitation of the building and masonry walls, restoration of the roof, and installation of an atmospheric control system and electrical and lighting systems.

This subseries consists of bid documents, change orders, correspondence, cost estimates, an interpretive plan, notes, reports, specifications, transmittals, vendor literature, and work orders. Eighteen drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 5: 200, 300, 600/Area A, 1954-1966, 1974
Area A refers to the three blocks within the park bordered by Fifth Street, Chestnut Street, Second Street, and Walnut Street. This subseries includes projects for all or multiple portions of Area A. Records for projects specific to a particular subdivision of Area A are found in their respective subseries: subseries 6: 200/Area A West, subseries 9: 300/Area A Center, and subseries 22: 600/Area A East.

The bulk of this subseries consists of specifications. There is correspondence concerning a wood fencing project from 1958 and a monthly report of the planting in 1966. Five drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection. These drawings pertain to the wood fencing project in 1958 and the development of the Northwest and Northeast portions of Area A in 1959.

This subseries is arranged by topic. The first topic, “421 Walnut Street,” consists of specifications for the alteration, partitioning and repair, and painting of the National Park Service office building in 1954, subsequently demolished. The second topic, “Grounds Development,” consists of specifications for the construction of wood fencing in 1958, the fabrication and erection of iron gates and fences in 1959, planting in 1960, 1961, and 1964, and the installation of curbs and paving in 1964. The final topic, “Demolition of Buildings,” consists of one folder of specifications from 1974.

Subseries 6: 200/Area A West, 1959-1966, 1974-1977
Area A West refers to the block within the park bordered by Fifth Street, Walnut Street, Fourth Street, and Chestnut Street. The bulk of this subseries consists of specifications. There is also a small amount of correspondence, a demolition proposal, an environmental impact statement, a few transmittals, and one weekly report. Seventeen drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

This subseries is arranged by topic as well as by project. Records classified under the topic “Development” consist of specifications for the development of the Northwest portion in 1959, planting in 1959, the fabrication and erection of iron gates and fences in 1962 and 1974, and the development of the Southeast portion in 1974. The records include transmittals from 1975 for the iron gates and fences project and the development of the Southeast portion project.

The records of the two projects included in this subseries pertain to the Irvin Building, which is situated in Area A. The first project concerns work undertaken on the north wall and includes draft and final versions of the specifications for the cleaning, repair, and stuccowork completed in 1960. The second project is the demolition of the Irvin Building. The records consist of a draft demolition proposal and draft negative environmental impact statement from 1973.

Subseries 7: 201/Second Bank of the United States, 1925-1958, 1963-1978, 1987, undated
The Second Bank of the United States is located at the center of the block surrounded by Sansom Street, Fifth Street, Chestnut Street, and Fourth Street. The Second Bank was acquired by the National Park Service in 1939 having served as the Old Philadelphia Custom House since 1845. The building was renamed Second Bank when the park was formerly established in the late 1940s. The records in this subseries document the restoration and renovations to the interior and exterior of the building, which were undertaken by the National Park Service between 1964 and 1987. The records also document the work to the building completed by the Carl Schurz Memorial Foundation between 1925 and 1963, when the foundation was headquartered within the bank.

This subseries contains bid documents, change orders, correspondence, cost estimates, maintenance manuals, photographs, specifications, transmittals, and work orders. The transmittals for the rehabilitation project from 1969-1975 are arranged by date rather than by number. Fifty-four drawings of the building, along with two drawings of the wall, fence, gates, and lamps, were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 8: 202/Library Hall, 1954, 1960, 1962
This subseries documents the electric steam and pump equipment at Library Hall and consists of a single folder of drawings. Two oversize drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 9: 300/Area A Center, 1958-1967, undated
Area A Center describes the block within the park bordered by Fourth Street, Walnut Street, Third Street, and Chestnut Street. The records in this subseries are arranged by topic and project. The records of several small projects have been grouped together under the topic “Development.” These records include specifications for proposed development, planting, installation of marble gate piers and ornaments, revision of the steam distribution system, fabrication and erection of wrought iron gates and fences, reconstruction of Harmony Street, and grounds development of the Walnut Street Houses. Seventeen drawings of Area A (Center), including drawings of fences, gates, interpretive signs and markers, masonry, planting, and a water main, were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

The main project documented in this subseries is the rehabilitation and restoration of the Walnut Street Houses, numbers 311-325, in 1963 and 1964. The records for that project consist of correspondence, hardware schedules, and vendor submittals. The remainder of the subseries consists of specifications for the installation of a fire detection system for 309-343 Walnut Street in 1964, and specifications for the installation of metal weather stripping for the windows of the Dilworth-Todd-Moylan House and the Bishop White House in 1965. Twenty-nine drawings related to the Walnut Street Houses and eight drawings pertaining to the Bishop White House were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 10: 301/First Bank of the United States, 1950-1982
This subseries documents restoration projects completed between 1957 and 1979. These projects include alteration of the third floor in 1958, rehabilitation of the roof in 1965, the adaptive restoration for the Bicentennial, and the rehabilitation of the exterior brick in 1979. A project in 1967 transformed the First Bank into a temporary information and orientation center for the park.

This subseries consists of bid documents, change orders, contracts, correspondence, daily diaries, manuals, memos, photographs, punch lists, specifications, transmittals, vendor literature, and weekly reports. Subseries 15: 306/Hibbard Houses, 1962-1963
This subseries documents reconstruction and mechanical work at the Hibbard House (339-341 Walnut Street) in 1962 and 1963. The records consist of the results of tests performed on concrete, hardware schedules, photographs of the excavation and reconstruction of the basement and foundation, specifications, and vendor submittals. Eighteen drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 16: 307/Fling House/Kidd Houses, 1963-1965
This subseries documents the rehabilitation of these houses in 1963 and 1964 as part of the larger project of the rehabilitation and restoration of 323-325 Walnut Street. The records consist of four folders of sixteen drawings that were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 17: 308/McIlvaine House/Yoh Building, 1963-1964
This subseries documents the rehabilitation of McIlvaine House (315-317 Walnut Street) and Yoh Building (311-313 Walnut Street) in 1963 and 1964 as part of the larger project of the rehabilitation and restoration of Walnut St. Houses 311-325. The records consist of four folders of six drawings that were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 18: 309/Bishop White House, 1960-1966, 1974, 1983, undated
This subseries documents work on the gardens in 1965 as well as work on the heating and air conditioning system in 1963 and 1983. The subseries contains correspondence, drawings of the ornamentation of the house, sketches of the house, specifications, and vendor submittals. This subseries documents work done to the grounds of St. Joseph’s Church. The work includes the reconstruction of walks and curbs from 1968 to 1970 and the erection of wrought iron fencing and other landscape development in 1971-1972. This subseries consists of contracts, correspondence, a daily diary, specifications, and work orders. One drawing was separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 21: 500/St. George’s Church Grounds, 1962-1969
This subseries documents work done to the grounds of St. George’s Church in 1964. The work includes the construction of walls and walks, planting, and the erection of wrought iron fencing and gates. This subseries consists of five folders of contracts, correspondence, and specifications. One drawing was separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 22: 600/Area A East, 1961
Area A East refers to the block within the park bordered by Third Street, Walnut Street, Second Street, and Chestnut Street. This subseries consists of a single folder of drawings of the grounds development of Dock Street and the Merchants Exchange. The three drawings in the folder were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 23: 601/Visitor Center, 1967-1980, undated
The Visitor Center was constructed on Third Street and Chestnut Street as part of the Bicentennial projects undertaken by Independence National Historical Park. Planned and developed between 1969 and 1976, the center included two auditoriums, exhibition spaces, and information facilities. This subseries documents the construction of the visitor center as well as a parking area that was removed once the visitor center was erected. The parking lot originally replaced a razed building. There are also specifications for the procurement and installation of projection equipment in 1974, two folders documenting a 1968 study of the creation of a visitor center (the study itself is not present), and two folders documenting the application of solar film to the center’s windows.

This subseries documents the reconstruction of the eighteenth-century tavern for the Bicentennial. The reconstruction records are arranged by project contract. They have been separated into architect/engineer contract, construction contract, general/overall contracts, and the kitchen contract. There are also eight folders pertaining to the grounds development of City Tavern that began in 1959 and specifications for revisions to the second floor kitchen in 1977.

This subseries contains change orders, contracts, contract documents, correspondence, cost estimates, meeting minutes, memoranda, notes, schedules, specifications, test results for concrete, transmittals, vendor literature, work orders, and work reports. Subseries 26: 605/Pedestrian Mall/Moravian Street Walkway, 1976, 1983
Also known as the Moravian Street Walkway, the Pedestrian Mall is located between City Tavern and the New Custom House. This subseries documents the development of the area. The records consist of a preliminary estimate from 1976 and a project manual and transmittals from 1983. Four drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 27: 707/Franklin Court, 1971-2013, undated
The area referred to as Franklin Court, the original site of Benjamin Franklin’s home, is located on the block surrounded by Third Street, Chestnut Street, Fourth Street, and Market Street. This subseries documents the restoration of Franklin Court, which was the most expensive and complex project undertaken for the Bicentennial. The records describe the development of an underground museum and auditorium, a U.S. Postal Service museum, an operating Post Office, a printing office and bindery, and the restoration of the office once used by Franklin’s grandson to publish The Aurora and General Advertiser. There are also specifications for the completion of the air conditioning system from 1977 and several general folders.

The Jacob Graff House on Seventh Street and Market Street was rebuilt for the Bicentennial on the site of the original structure where Thomas Jefferson wrote the Declaration of Independence in 1776. This subseries documents the reconstruction of the house. The records include change orders, contracts, correspondence, cost estimates, photographs, progress estimates, specifications, transmittals, vendor literature, and work reports. Forty drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection. Of particular note is a microfilm transcript of an 1808 survey of the house.

Located at Third Street and Pine Street, the Thaddeus Kosciuszko National Memorial underwent adaptive restoration to restore the exterior of the house to its eighteenth-century appearance for the Bicentennial. This subseries documents the partial restoration of the house in 1975. There is also an invitation for bids for the completion of the air conditioning and ventilation system in 1976.

The first topic, “Development,” consists of specifications for stuccoing the west side of the party wall between buildings 420-422 on Walnut Street in 1958. The records document planting completed in 1958, development in 1959, and the revision of the east property line walls in 1964. There is one folder of correspondence regarding the stuccoing of a wall.

The records of the second topic, “Locust St. Houses,” consist of a chart of restoration costs dating circa 1962, air conditioning installation instructions for 408 Locust Street from 1973, and several specifications for the rehabilitation of various Locust Street Houses from 1959-1961. The Magnolia Garden is located on the block surrounded by Fourth Street, Spruce Street, Fifth Street, and Locust Street. This subseries documents the development and construction of the garden between 1958 and1963.

The subseries consists of change orders, correspondence, and specifications. Three drawings of the flagstones and measurements for the pool from 1963 were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Independence Mall refers to the three-block area within the park bordered by Chestnut Street, Sixth Street, Market Street, and Fifth Street. This subseries documents the development of the area. The development of the mall and parking garage was carried out when the property was Independence Mall State Park. Therefore, the work took place under a General State Authority contract from the Commonwealth of Pennsylvania.

This subseries consists of contracts, correspondence, photographs, sketches of plans for the mall, specifications, transmittals, and vendor literature. Sixty drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 42: 1601/Free Quaker Meeting House, 1966-1969, 1978
The bulk of this subseries documents the restoration of the house from 1966-1968. The restoration was carried out as part of the development of Independence Mall when the property was the Independence Mall State Park. Therefore, the work took place under a GSA contract from the Commonwealth of Pennsylvania. The project was divided into a general construction contract and electrical, HVAC, and plumbing subcontracts. These records are arranged by contract and transmittals are located at the end of each contract. Two folders at the end of the subseries document the repair of paving in 1978.

This subseries consists of bid documents, change orders, contracts, correspondence, progress reports, photographs, test results of building materials, transmittals, vendor literature, and work reports. The construction of the fountain was carried out as part of the development of Independence Mall when the property was the Independence Mall State Park. Therefore, the work took place under a GSA contract from the Commonwealth of Pennsylvania.

Located on the block surrounded by Market Street, Fifth Street, Arch Street, and Sixth Street, the three-level garage was constructed during the development of Independence Mall to provide underground parking to visitors. This subseries documents the construction of the garage and improvements in 1988. There is a folder of separation sheets for eight drawings integrated into the INHP Architectural Plans and Drawings Collection and specifications for the improvements made in 1988.

Created in 1982 to mark the tercentenary of William Penn’s arrival in Pennsylvania, and financed by the Friends of Independence National Historical Park, the Welcome Park is located off Second Street, across from the Thomas Bond House. This subseries documents the development of the park and the fundraising campaign conducted by the Friends group.

This subseries consists of bid documents, correspondence, donor lists, financial records, photographs, media clippings, and various reports. Three drawings related to development of the park itself, and one drawing relating to the William Penn statue sited there, were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 49: 1903/Pedestrian Mall (Sansom Street), 1979-1982
This subseries documents the development of the mall. The subseries contains change orders, correspondence, memoranda, project manuals, and transmittals. One drawing was separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Subseries 50: 2600/General, 1951-1979, 1988
This subseries documents construction projects that pertain to the entire park rather than a specific site. The records are arranged by topic. Within each topic, administrative records are arranged alphabetically by folder title and followed by specifications placed in chronological order.

The first topic is “Development.” There are specifications for the rehabilitation of employee quarters in 1951 and for the construction of a three-dimensional model of the park in 1956, and specifications related to Areas A and B of the park. One specification is for topsoil seeding in 1958 and the other for a development project undertaken in 1960. Next are specifications for steel scaffolding in 1960, curbs and walks in 1962, interpretive signs and markers in 1965, planting from 1966 to 1967, and walks and grounds lighting in 1968. These are followed by specifications for the demolition of buildings and the cleaning and waterproofing of brick buildings in 1974. In addition, there is a set of specifications for the pointing of brick walls, flagstone coping, and stone steps in 1978 and several 1979 specifications for the pointing and caulking of stone walls and paving, recaulking historic structures, rehabilitation of sidewalks, and installation of bollards. The final set of specifications is for entrance renovations completed for the Visitor’s Center, Franklin Court, and Liberty Bell Pavilion in 1988. These specifications are accompanied by contracts, correspondence, meeting minutes, and work orders for a few of the projects just described.

The second topic, “Steam Lines,” consists of specifications for steam line extensions in 1954, a steam line alteration at Ionic Street in 1959, and the installation of a steam tunnel at Library Street and Second Bank in 1960. There are also steam line easements from 1952-1953 and a small amount of correspondence.

Three drawings were separated from these records for inclusion in the INHP Architectural Plans and Drawings Collection.

Series 2: Completion Reports, 1955-1980, undated
This series documents the completion of construction projects taking place at Independence National Historical Park. Such projects include the installation of equipment, painting of exterior structures, and reconstruction of walks, pathways, and streets. Completion reports contain information concerning the area where the construction took place, the date the project began and ended, and the total cost of the project. Some completion reports include contracts, history of project sheets (timelines), invitations for bids, narrative reports, photographs, proposals, and related memoranda. Photographs separated from this series are found in boxes 75-79.

This series is arranged numerically by site number. Completion reports are then organized chronologically by start date within each site. Loose memoranda unattached to a specific completion report are filed chronologically in the back of the appropriate site’s folder. Completion reports pertaining to building demolitions, multiple sites, and Mission 66 are filed alphabetically by type and chronologically within each type. The “Mission 66” folder contains information on all mission projects completed in 1960-1961. There is also one folder of project construction proposals.

Series 3: General, 1950-1987, undated
This series contains records that relate to the general construction, maintenance, expansion, and improvement of the buildings, structures, and grounds of Independence National Historical Park, but that are not connected to any specific construction project. Photographs separated from this series are found in box 79, and map case drawer 165 folder 3 contains separated oversize items. This series is divided into the following four subseries:

Subseries 1: Administrative, 1950-1985, undated
This subseries documents the daily structural maintenance of Independence National Historical Park. The files are arranged as follows: correspondence, drawing indices, reports, and working annual reports.

The correspondence files document internal and external communications regarding contract maintenance and construction. The drawing indices were used as tracking documents for staff to document the use of drawings by various divisions and contractors. The reports document the progress of maintenance projects undertaken by contractors and National Park Service staff.

Subseries 2: Contracts and Procurement, 1953-1987, undated
This subseries documents park maintenance and construction activities. The subseries contains various National Park Service procurement related records. The files are arranged as follows: contractors, job orders, purchase orders, requisitions, subject files, and work orders. The contractor files document the work each contractor completed for the park. The subject files contain bid documents, correspondence, manuals, reports, and vendor literature related to each topic.

Subseries 3: Energy Study, 1976-1980, undated
This subseries documents the 1979-1980 study concerning building energy efficiency at INDE. The records consist of proposals, correspondence, building evaluations, site surveys, and drafts of the study.

Subseries 4: D. Whitlock, Edmund [Donation], 1963-1972, 1983
This subseries consists of the foreman journals of former park employee Edmund Whitlock, which were donated by Mrs. Edmund Whitlock in 1983. The foreman journals document the daily maintenance work completed by park staff and contractors between 1963 and 1972. The first file folder contains a brief biography of Edmund Whitlock and the deed of gift for the journals.

Series 4: Separated Photographs, 1916, 1939-1942, 1950-1986, undated (bulk dates, 1954-1982)
This series consists of photographs that were removed from their original file location for preservation purposes. The photographs were placed in archival-quality polypropylene sleeves and then stored in a separate acid-free binder box. A separation sheet precedes each set of photographs in the binder box.
