Copyright and Restrictions

The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted materials. The various state privacy acts govern the use of materials that document private individuals, groups, and corporations.

History

Independence National Historical Park (INDE) was authorized by an act of Congress on June 28, 1948, and was formally established on July 4, 1956, "preserving for the benefit of the American people as a national historical park certain historical structures and properties of outstanding and national significance…associated with the American Revolution and the founding and growth of the United States." Located in the Society Hill, Old City, and Germantown neighborhoods of Philadelphia, Independence National Historical Park encompasses not only such famous sites and artifacts as Independence Hall, Congress Hall, and the Liberty Bell, but over twenty other structures, gardens, squares, and cemeteries.

INDE has hosted a dynamic archeology program since 1951 that preserves and interprets these important cultural resources. Early park planning centered on the identification and interpretation of historically significant places and events. Archeologists were tasked with uncovering the foundations of long-demolished structures and landscapes of historical consequence. Excavated artifacts were studied for what they might reveal about life in the seventeenth and eighteenth centuries. From the 1950s through the late 1970s, archeologists conducted investigations at a number of park sites, including the Bishop White House, Carpenters' Hall and Carpenters' Court, the Deshler-Morris House, First Bank of the United States, Harmony Street, Library Street, the Thaddeus Kosciusko House, the McIlvaine House, Second Bank of the United States, and the Todd House. The most significant archeological explorations were conducted at Independence Hall and Independence Square, as well as in the park's "Area F" and on the former site of Benjamin Franklin's House.

In the mid-1990s, archeological activities at the park experienced a resurgence. A series of projects – including the renovation of Independence Hall, the redevelopment of Independence Mall, and the installation of updated utilities systems in many of the park buildings – necessitated a new spate of archeological investigations. In compliance with Section 106 of the National Historic Preservation Act of 1966, park staff assessed the potential impacts of these projects on underground archeological remains and developed plans to avoid, minimize, or mitigate any adverse effects on the park’s cultural resources. Archeological investigations were conducted at a number of sites, including Carpenters' Hall, the Chilled Water Plant, the DeshlerMorris House/Bringhurst House, the Edgar Allan Poe House, the Independence Visitor Center, the Graff House, Independence Hall, the three blocks of Independence Mall, the Merchants' Exchange Building, Second Bank of the United States, and Washington Square.

Over the years, a number of notable archeologists have led excavations at INDE, including Paul J.F. Schumacher (1952-1956), B. Bruce Powell (1956-1965), Jackson "Smokey" Moore (1957- 1959), John Cotter (1963-1976), Barbara Liggett (1970-1974, 1980-1982), Dan Crozier (1976- 1979), Paul Inashima (1997-2000), and Jed Levin (2000-Present).

The archeologists at Independence National Historical Park pioneered the growing field of historical archeology in an urban setting. Their legacy continues today, as the park's vibrant archeology program meets the changing needs of the National Park Service and the City of Philadelphia.

The Archeology Project Records document archeological investigations and excavations undertaken at Independence National Historical Park largely between 1953 and 2010. Materials consist primarily of historical research, excavation documentation, artifact inventories and analyses, and final reporting.

The materials consist of reports, field notes and notebooks, artifact lists, plans and drawings, and photographic materials. Oversize material includes plans and drawings with the largest number coming from Franklin Court. Photographs have been left in place throughout the collection, but primarily in the Carl Gatter Files.

Items in the Archeology Project Records span the period 1950-2011, with the bulk of the material coming from 1953- 2011.

Series I: Field Documentation, 1953-2017, undated
This series is organized into two subseries: Subseries A: Field Documentation 1953-1987 and Subseries B: Field Documentation 1990-2010.
Series I contains field records related to archeological projects at the park. These materials include pre-field historical research, excavation documentation, artifact inventories and analyses, and final reporting. Documentation includes field notes, bag lists, excavation drawings, and photographs. The records were created by noted park archeologists, including Paul J.F. Schumacher, B. Bruce Powell, Jackson "Smokey" Moore, John L. Cotter, Barbara Liggett, Dan Crozier, Paul Inashima, and Jed Levin, among others.

Subseries A: Field Documentation 1953-1987, undated
This subseries is arranged alphabetically by site, and thereunder chronologically. Documentation referring to the park as a whole appears at the end of the subseries.
Subseries A documents the initial phase of archeological investigations at the park, and includes field notes, artifact lists, field drawings, photographs and slides, historical research, and final reports. Also included are a number of index card collections detailing archeological artifacts unearthed during excavations. Archeological investigations conducted at park sites include the Bishop White House, Carpenters' Court, City Tavern, the Deshler-Morris House, First Bank of the United States, Independence Hall and the buildings on Independence Square, Second Bank of the United States, and the Todd House. The bulk of the materials are the result of archeological explorations in Area F, which encompasses the blocks between Front Street, 2nd Street, Walnut Street and Chestnut Street, as well as the multi-year excavations (1953-1974) at Franklin Court. Final reports on archeology projects outside the park, including the Powel House, the Physick House gardens, and the excavations at New Market are also included in this subseries. Many folder titles include a Cultural Resource Bibliography (CRBIB) number that links the document to the Northeast Region's CRBIB Project Catalog. Additionally, an accession number may be included; this links the document to related archeological artifacts. Researchers should note that some photographs and field drawings from this subseries have been incorporated into Series V: Photographs and Series VI: Drawings. In these instances, separation sheets have been filed in the records to indicate both a document's original and present location. In a few instances, access restrictions may apply.

Subseries B: Field Documentation 1990-2010, undated
This subseries is arranged alphabetically by site, and thereunder chronologically. Documentation referring to the park as a whole appears at the end of the subseries.
Subseries B contains records related to a second phase of archeology at the park. These archeology projects were conducted in conjunction with the redevelopment of Independence Mall and the Utility Improvement Project (UIP), a multi-year effort to rehabilitate the utilities systems in the park's buildings. During this period, archeological investigations were conducted at a number of sites, including the Chilled Water Plant, Independence Hall, Independence Mall, the Independence Visitor Center, the Merchants' Exchange Building, and Washington Square. Included are artifact analyses and conservation reports, field notes, field drawings, photographs, and final reports. Many folder titles include a Cultural Resource Bibliography (CRBIB) number that links the document to the Northeast Region's CRBIB Project Catalog. Additionally, an accession number may be included; this links the document to related archeological artifacts. Researchers should note that some photographs and field drawings from this subseries have been incorporated into Series V: Photographs and Series VI: Drawings. Series II: Administrative Files, 1952-2008, 2017
This series is arranged alphabetically.
This series contains the administrative records related to archeology projects at the park. It includes administrative reports, contracts and project proposals, financial records, intra-office memoranda, and programmatic agreements. Of particular interest is the correspondence of park archeologists B. Bruce Powell, Dan Crozier, and Paul J.F. Schumacher. The records chronicle early ventures in the field of urban archeology, and contain information on historical research, artifact interpretation, and archeological technology.

Series III: Carl Gatter Files, 1950-2011, undated
This series is arranged in original order.
The materials in this series were created or complied by the amateur historian and historical conservation advocate Carl Gatter in 1981. The bulk of the documents are comprised of a ten volume series of research materials relating to the Slate Roof House, the one-time home of William Penn and other notable individuals. Gatter conducted extensive research to aid in the reconstruction of the building before plans for replicating the structure were abandoned in favor of erecting Welcome Park on the site. Materials include research on the Graff House, a report on the Slate Roof House that predates the 10-book series, and research materials on miscellaneous structures related to Independence National Historic Park, such as the Thomas Massy House. Photocopies of original archival documents and rare books from the Historical Society of Pennsylvania and the Library Company of Philadelphia make up the bulk of the material. However, Gatter kept no bibliography or other record of when or where he located his source material. Additionally, many folder titles include a Cultural Resource Bibliography (CRBIB) number that links the document to the Northeast Region's CRBIB Project Catalog.

Series IV: Sprinkler System Project (Independence Park), 1914-1976, undated
This series is arranged alphabetically.
These records relate to archeological investigations of Independence Square in preparation for the installation of a new sprinkler irrigation system. Historical research, field documentation, artifact documentation, and reports are included. Access or use copies have been made of two notebooks due to the fragile nature of the original books and their contents. An additional notebook contains material related to the Interstate Energy Company Pipeline project, which is not related to park activities and is not included among the access copies.

Series V: Photographs, 1953-2005, undated
This series is organized into two subseries: Subseries A: John L. Cotter Photographs and Subseries B: Historic Site Photographs.
This series consists of photographic material, related photologs, and other documentation such as reports and correspondence related to archeological explorations. These are organized into two subseries: materials created by John L. Cotter while he was working for the National Park Service and historic site photographs which document excavations and artifacts. Materials present include black and white photographs, color photographs, color Polaroid's, negatives, and slides.

Subseries A: John L. Cotter Photographs, 1953-1999, undated
This subseries is arranged alphabetically by site name, and thereunder chronologically.
Materials in this subseries were created by Cotter during his tenure as the Regional Archeologist of the National Park Service Mid-Atlantic Region. Cotter was a wellrespected archeologist who, in addition to his time at NPS, taught at the University of Pennsylvania and was the Curator for American Historical Archaeology at the University of Pennsylvania University Museum of Archaeology and Anthropology. Included are black and white photographs, color photographs, negatives, and slides, as well as a few photologs and reports. Most of the photographic materials document excavations and include images of test pits and artifacts. Additional photographs show views of various historical sites, such as Carpenters' Hall and the Franklin Street Houses, from street level and from the air.

Subseries B: Historic Site Photographs, 1955-2005, undated
This subseries is arranged alphabetically by site name, and thereunder chronologically.
This subseries includes photographic materials created by or for the park primarily for the purpose of documenting archeological excavations and artifacts. Black and white photographs, color photographs, color Polaroid negatives, and slides are included. Several of the photographic materials are accompanied by photologs or other related documentation. Additionally, an accession number may be included in the folder title; this links the document to related archeological artifacts.

Series VI: Drawings, 1914-1980, undated
This series is organized into two subseries: Subseries A: Franklin Court and Subseries B: Other Historic Sites.
Series IV contains oversize drawings and architectural plans related to archeological investigations in and near Independence National Historic Park. Several of the drawings include drawings numbers assigned by the park.
