RV Delivery & Setup

Description

The RV Delivery and Setup Commercial Use Authorization (CUA) consist of delivering and picking up of hard-sided rented recreational vehicles (RV) on wheels to pre-reserved sites.

Applications are accepted at any time during the year.

Required Documentation

  • Insurance Certificate
  • Employee List providing the names and titles of all persons associated with the CUA
  • Operating Plan including operations to be conducted, safety plan of action including monitoring weather conditions and river levels, how the Holder will provide the orientation to client and what information will be included, and how the Holder will handle when wastewater tanks fill up during rental period as no sewer hookups are available at campsites. 

Park Specific Conditions

Authorized Use Area

  • Campsites at Buffalo Point campground in loop B, C, and D 
  • Campsites at Tyler Bend campground in the Main Loop
 

Rental Period

Regardless of location, the rental period for one client/visitor may not exceed fourteen (14) consecutive nights. After fourteen (14) consecutive nights all equipment must be removed from the campsite for NPS staff to mow and maintain site. Renting the RV to a new client/visitor counts as a new delivery even if the RV does not leave the campground. 

Delivery and Pickup Times

  • The RV must not be delivered to the campsite prior to the authorized check-in time of 1:00 p.m. 

  • The RV must be removed from the campsite no later than 12:00 p.m. on the day of departure. If the client checks out prior to the scheduled departure date, the CUA holder is responsible for removing the RV on that day. 

  • If moving the RV from one site to another site for a new client/visitor, CUA holder may park in a designed parking lot within the campground until the next site is available to move into. The CUA holder must stay with the RV. RVs are not permitted to be left in a parking lot overnight.

  

Delivery/Rental Information

Holder must submit delivery information to the Commercial Services Office prior to dropping off equipment. Delivery information must include the following: 

  • The name of the Holder and the name of the driver (if different) 

  • Date and estimated time of delivery 

  • Date and estimated time of pickup

  • Campground and campsite number 

  • Name of the client/visitor 

  • Campsite reservation number 

Failure to report delivery information may result in suspension or revocation of the CUA.  

 

Leave No Trace

All deliveries within park boundaries must be conducted utilizing “Leave No Trace” principles. Holders are responsible for ensuring that all employees working for them under this permit are knowledgeable of and all clients adhere to the Leave No Trace principles which can be found online at http://lnt.org/learn/7-principles. The site must be clean and ready for the next camper upon departure. The CUA holder is responsible for any litter, spills, etc. in the site including removing non-wood or paper items in the fire rings. If a hazardous fluid spill does occur, the Holder will contact the Midwest Regional Ozark Communication Center (MROCC) at 1-888-692-1162 immediately. Cleanup of spills or accidents shall be made in accordance with 40 CFR and all applicable state environmental quality laws regarding disposal and cleanup of hazardous/industrial wastes.

Waste Management

Refuse and trash must be transported to a place where the materials may be safely and lawfully disposed. Burying trash is prohibited. In developed areas, solid human waste must be deposited in fixtures provided for that purpose. Unless designated for that purpose, bathing and washing clothing or dishes at public water outlets or in or within 100 feet of streams is prohibited.     

Vehicles and Equipment

All vehicles and equipment used by the Holder to provide visitor services must comply with the following: 

  • Be properly registered, licensed, insured, and maintained in accordance with federal and state laws and regulations.

  • The registered owner of the vehicle/equipment must match the name of the CUA holder. 

  • Vehicles must not idle their engines when parked. 

  • All vehicles must remain on established roads and must use only the renter’s reserved campsite. 

  • CUA holder must bring items with them to level the RV. Gathering rock(s) from campground rock walls is not permitted. 

  • All equipment and appliances must be checked by the driver to ensure they are working prior to leaving.

  • RVs must be maintained in good condition. The interior must be clean and meet State health and safety code standards for a commercial rental. The National Park Service reserves the right to inspect trailers delivered to park campgrounds. 

  • Commercial RV Delivery Services must include detailed cleaning and sanitization procedures used between clients. 

  • The RV must be equipped with at least one ABC dry chemical or carbon dioxide (CO2) type portable fire extinguisher in working condition, maintained in accordance with NFPA 10, with a UL rating of at least 2A:10B:C.

 

RV Quantity Limits

  • Maximum number of RVs: The maximum number of RVs authorized under this Authorization is ten (10). A list of the RV(s) with the make, model, length, gross vehicle weight, license tag number, insurance certificate, and rental rate must be submitted to the Commercial Services Office prior to delivering in the park. 

  • RV Identification: Each RV authorized under this Authorization must have the first page of the CUA printed and displayed in the window of the RV. The Holder shall display a valid CUA facing out on the window within the door of RV. If the door has no window, then the closest window to the door on the same side of the RV shall be used. Only the Holder's phone number and address may be covered/blacked out, if they shall choose not to have that information showing.  

Maximum Length

The CUA holder must confirm with their client(s) that the campsite reserved will allow for the appropriate trailer length. The CUA holder must ensure that the RV does not exceed the maximum permitted vehicle size of the site.

Operating Plan/Itinerary

The Holder is required to submit an Operating Plan to the National Park Service (NPS) summarizing the operations to be conducted, safety plan of action including monitoring weather conditions and river levels, how the Holder will provide the orientation to client and what information will be included, and how the Holder will handle when wastewater tanks fill up during rental period as no sewer hookups are available at campsites. The Holder is response for knowing available campground facilities and amenities by visiting the park website at https://www.nps.gov/buff/planyourvisit/camping.htm and will make the client/visitor aware. 

The plan is reviewed and approved/disapproved by the NPS. The operating plan will be kept on file and will become part of the record regarding the performance of this Permit.  However, it is a separate document and will not become part of the Permit. The operating plan will specifically include a safety plan of action and how the Holder will address issues with the rented equipment.

 

Campsite Reservation

The campsite reservation must be made by the client/visitor. The CUA holder is not permitted to reserve campsites. No third-party reservations permitted. The setting up of campsites with camping gear including tents, yurts, or other structures is not permitted. Only one (1) RV is permitted at each campsite. 

Orientation

The CUA holder must provide safety information for the rented RV, in addition to basic operating instruction for the systems of the rented RV. This information can be provided either through in person contacts or written material. 

Emergency Contact Information

The CUA holder must leave a 24-hour contact phone number with client/visitor and Commercial Services Office in case of an emergency. In the case of a park emergency, the CUA holder must be available to remove the RV from the park within 4 hours of receiving notification. The CUA holder will be responsible for all costs associated with the cleanup or removal of equipment that is broken or washed downriver. 

Emergency Response

All emergency situations such as accidents involving property damage, injuries, fires, and/or medical problems occurring within Buffalo National River must be reported immediately to the Midwest Region Ozark Communication Center (MROCC) at (888) 692-1162. All such information must also be relayed by the permittee to the Commercial Services Office within 24 hours via email to buff_concessions@nps.gov.

 

Damage to Natural/Cultural/Park Resources

Collecting, removing, damaging, or defacing any natural, cultural, or park resource is prohibited. This includes but not limited to electrical lines, fire pits, and picnic tables. Digging is not permitted within park boundaries. If archeological or historic artifacts are discovered, the Holder will ensure they are left in place undisturbed, and will immediately report the discovery to the Buffalo National River Cultural Resources office at (870) 365-2792 or to the Midwest Region Ozark Communication Center (MROCC) at (888) 692-1162.

Authorized Employee(s)

When operating within the park boundaries, the Holder and registered employee(s), when approached by any NPS Park Ranger must announce that they are an authorized CUA holder. 

  • Holder must inform the National Park Service within 24 hours when an employee (those working under this permit) is added or is no longer an employee of the business. 

  • A fully executed copy of the CUA (hardcopy or digital) must be with the Holder and their employees when operating in the park unit and must be presented to any park employee on demand.  

  • This authorization does not authorize the Holder to advertise, solicit business, collect any fees, or sell any goods or services on land owned and controlled by the United States. The authorization is for the incidental use of park area resources by operations that provide commercial services originating and terminating outside of the park unit (or within an inholding). 

Prohibited Activity

The Holder and employees registered under this Permit are specifically prohibited from providing, conducting, engaging in, or effecting by any method of delivery, including by land, by water or by air, the following: 

  • Engaging in an activity for which you are NOT specifically permitted is prohibited. 

  • Leaving equipment unattended in the park when not in use by client/visitor. 

  • Traversing by vehicle anywhere other than on designated state, county, and/or park-maintained roads. 

  • Causing any damage and/or harm to any natural, cultural and/or historic resources or facility, including removing posted signs. 

  • Feeding, molesting, or harming wildlife. 

  • Cutting and/or creating new trails in any form or by any means. 

  • Marking trails by flagging, rock cairns, vegetation, or dead wood, or by use of marking paint of any kind or by any means. 

  • Entering any closed areas. 

  • The supplying and/or selling of firewood, food, and beverages including alcohol products of any kind to any client/visitor is not authorized under this permit.

  • Cutting live vegetation and/or excavating soil. 

  • The use of pesticides (insecticides, fungicides, and herbicides), or toxic materials, except for personal insect repellents labeled for that purpose, is prohibited unless they are specifically approved by the Superintendent. 

  • Glass is prohibited. The possession or use of glass containers in caves, on trails or waterways or within 100 feet (30.48 meters) of any river or stream in the park is prohibited except in designated campgrounds, picnic sites, or in vehicles on designated roads and parking areas.   

  • Entry into caves is prohibited except for those identified in the Superintendent’s Compendium.
