Administrative History Note
On July 1, 1930, the NPS Branch of Research and Education was established in the Washington Office (WASO), in part to conduct historical and archeological research. The next year the Division of History was established within the Branch of Research and Education, and Verne Chatelain was named the first chief historian.
Executive Order 6166, signed on June 10, 1933, transferred national monuments and military sites from the Forest Service and the War Department to the NPS, making the National Park Service the Federal agency charged with the administration of historic and archeological sites and structures. The NPS Division of History was renamed the Historical Division in 1934. It was elevated to the Branch of Historic Sites and Buildings in 1935 to administer NPS’s responsibilities under the 1935 Historic Sites Act.
During the second half of the 1930s, New Deal programs funded a dramatic increase in the number of employees conducting historical research. Historians in regional offices supervised those at historical parks. Together they conducted surveys in NPS and state parks and supported plans for new roads, trails, and exhibits. At WASO, historians regularly advised the director on pending legislation, boundary changes, and other administrative matters while supporting development of educational programs, publications, and park museums.
In 1938 the Branch of Historic Sites and Buildings became the Branch of Historic Sites. Ronald F. Lee was appointed chief historian. Except for his military service years during World War II, Lee held that position until 1951. In 1943, the Branch of History was created, combining functions of the Branch of Research and Education and the Branch of Historic Sites. The branch remained “concerned with the spectrum of NPS involvement in history, including interpretation, Congressional relations, new areas, historic site surveys, and research.” It was redesignated the History Division in 1948.
In 1951 the History Division was assigned to the Assistant Directorate for Research and Interpretation. Three years later it was once again designated the Branch of History within the Division of Interpretation. Lee became an assistant director and the first chief of Interpretation. Herb Kahler replaced Lee as chief historian and head of the Branch of History, overseeing expanded historical development and interpretation under Mission 66 and implementation of the National Historic Landmarks Program.
In 1961 the Division of Interpretation merged with the Assistant Directorate for Operations to form the Assistant Directorate for Conservation, Interpretation, and Use. At the same time, the Branch of History and Branch of Archeology combined to form the Division of History and Archeology. In 1964, George Hartzog became director of the NPS and Robert Utley was named chief historian and head of the Division of History and Archeology. Historical research became more centralized to WASO as the number of regional and park historian positions was reduced. In 1965 the history program moved to a new Assistant Directorate for Resource Studies and the program was split into the Archeology Studies Division and the History Studies Division.
Anticipating passage of the National Historic Preservation Act (NHPA) which would dramatically expand NPS’s responsibilities for historic preservation, Director George B. Hartzog appointed an advisory committee on historic preservation in 1966 to advise him on implementing the new responsibilities outlined in the NHPA. The committee’s members were Ronald F. Lee (former chief historian, assistant director of Interpretation, and at the time, a regional director), Joe O. Brew (Peabody professor of anthropology/archeology at Harvard), and Ernest Connally (professor of historic architecture at University of Illinois at Urbana-Champaign). The committee recommended establishing a separate program within NPS with responsibility for the management and preservation of historic sites, buildings, and monuments.
The Office of Archeology and Historic Preservation (OAHP) was created in 1967 to conduct historical and archeological research for National Park Service (NPS) units and external sites. Ernest Connally was its first chief with the rank of assistant director. The History Studies Division became the History Division under OAHP and included the external National Historic Landmarks and National Survey of Historic Sites and Buildings programs while the Branch of Park History focused on internal research. OAHP’s Division of Historic Architecture consisted of the Historic American Buildings Survey (HABS) for external work and the Branch of Restorations which focused on NPS sites.
The Division of Archeology managed an internal park archeological research program and the external Interagency Archeological Salvage Program (IAS), which began in 1946 following establishment of the River Basin Surveys Program. IAS had field offices in Atlanta, Denver, and San Francisco, responsible for project management and contracting operations, while the WASO office handled policy, regulations, and guidance. The NPS archeology offices in Globe, Arizona, Macon, Georgia, Lincoln, Nebraska, and San Francisco were also administratively placed under the Division of Archeology. In 1969, OAHP added the National Register and the Grants-in-Aid program, which was responsible for grants administration for states to identify and preserve historic sites under the National Register.
From the late 1960s to early 1970s, internal NPS work gradually shifted away from OAHP. Between 1968 and 1970, Director Hartzog moved most of the research historians and architects to the Eastern Office of Design and Construction (EODC) and the Western Office of Design and Construction (WODC). Small numbers of historians remained at WASO to conduct research, and the external-facing work remained in OAHP. In 1971, the EODC and WODC offices were closed, and all functions were combined and transferred to the new Denver Service Center (DSC).
Robert Utley succeeded Connally as director of OAHP from 1972 to 1973. A. Russell Mortensen, who was briefly chief historian, became OAHP director in 1973, the year the functions of OAHP were split into the Assistant Directorate for Archeology and Historic Preservation and the Assistant Directorate for Park Historic Preservation, with the History Division assigned to the latter. Merrill Mattes was named chief of historic preservation and served until 1975. His office handled all historical and archeological research, planning and design work, construction drawings, and restoration projects for all 50 states.
In 1976 the History Division transferred to the newly created Cultural Resources Management Division in a new Assistant Directorate for Park Operations. It was redesignated the History Branch. In 1977, what remained of OAHP and the Bureau of Outdoor Recreation (BOR) were combined to create the Heritage Conservation and Recreation Service (HCRS) within the Department of the Interior. HCRS became responsible for the external archeology and historic preservation activities previously conducted by NPS, including state assistance programs and river basin salvage archeology projects. Connally became assistant director for historic preservation programs for HCRS in 1978.
That same year the Cultural Resources Management Division was elevated to Assistant Director status and once again the History Branch became the History Division. In 1981, HCRS was abolished. Its archeological and historic preservation functions, including those it inherited from BOR, transferred to NPS along with much of its staff.
The NPS continues to carry out a wide variety of historic preservation work and programs. This work is not only in the National Park System, but also in partnership with local communities and preservation groups, State and Tribal governments, other federal agencies, and international organizations.

Data sheets, Federal Register notices, handbooks, press releases, nomination forms, catalogs, and inventories are present. Reference materials used by personnel for historic preservation include memos and directives, handbooks, manuals on general NPS policies, standards related to conservation and historic preservation, and serial publications on historic preservation issues.

Scope and Content Note
Records from the Office of Archeology and Historic Preservation (OAHP) and preceding NPS programs such as the Historical Research Section and History Division that conducted the same or similar work as OAHP, going back to the 1930s. Archeological research is not as well represented as historical research and research on historic architecture. Many of the records that pre-date 1930 are historical reference files (both copies and originals).
