Provenance: The collection was initially given to the NPS Pacific West Cultural Resources Office in 2007. No deed of gift was formalized at that time. A pre-donation culling of family pictures occurred and those personal images were returned to the family in March 2009. The material was sent to the NPS History Collection in mid-2009. Chapman's daughters formally donated the collection to the NPS in September 2016.

Biographical Note

Howard H. Chapman was born in 1925 in La Junta, Colorado. After serving as a navigator in the Army Air Corps near the end of World War II, Chapman enrolled in the forestry program at Colorado Agricultural and Mechanical College in Boulder. While in college, he spent his summers working for the National Park Service (NPS) as a seasonal ranger at Yellowstone National Park. Chapman graduated with a degree in forestry in 1949.

In 1950, Chapman received a permanent appointment as a ranger at Saratoga National Historical Park. He subsequently served as a ranger at Shenandoah National Park. From 1957-1959, he worked on the Great Lakes Survey for the Philadelphia Regional Office. Following that work, he returned to Yellowstone as a ranger. He attended the Federal Bureau of Investigation's (FBI) Academy to prepare for an appointment at the Horace M. Albright Training Center in Grand Canyon National Park. He was rumored to have received the highest grades of any park ranger up until that time at the FBI Academy.

Chapman worked briefly as a district ranger on the Blue Ridge Parkway before becoming superintendent of Coulee Dam National Recreation Area in 1966. In October 1967, he became superintendent of Grand Teton National Park. He served in that position until 1971 when he became director for the NPS Western Region. In that capacity, he was responsible for 44 park units in Arizona, Nevada, California, Hawaii, and the Pacific Trust Territories. Chapman remained regional director for about 15 years.

While officially based in the San Francisco Regional Office from 1971-1987, Chapman traveled extensively. As regional director, he completed annual evaluations of the parks under his purview. He also maintained active relationships with political officials as part of his advocacy for the Western Region.

Chapman left the NPS over battles with Department of the Interior officials. He disagreed with Secretary of the Interior Donald P. Hodel regarding several of the secretary's decisions, including the continuation of tourist aircraft flights through Grand Canyon National Park, despite NPS objections to the noise and safety issues. Assistant Secretary of Fish, Wildlife and Parks William P. Horn, a political appointee, was also at odds with Chapman over issues of recreational uses of parks and efforts to reorganize top NPS management and rewrite NPS policies. Chapman's opposition to changes ordered by Hodel resulted in Departmental interference in Chapman's performance reviews and efforts to force him into early retirement. Chapman "fought back" by testifying before House and Senate oversight committees before choosing to retire on March 2, 1987 after forty years of service.

Chapman married Marion Huff in 1948 and the couple raised two daughters, Susan and Cindy. The Chapmans embraced NPS family culture, living in national parks during Chapman's ranger and superintendent appointments, and spending much of their vacation and leisure time in national parks. In the early 1960s, the family took an extended 6-week trailer trip visiting numerous parks up and down the West Coast. Howard and Marion continued to travel to national parks throughout their lives and after his retirement the couple set a goal to visit all of the NPS sites in the 50 states. They traveled extensively with a 5th-wheel trailer in tow. Health concerns eventually curtailed their travels and prevented them from reaching their goal.

In retirement, Chapman maintained his commitment to the NPS by volunteering as an interpreter at the Presidio in San Francisco and serving on the board of the Southwest Parks and Monuments Association. Afflicted by Parkinson's disease in his later years, Howard Chapman died in Mount Vernon, Washington in March 2005.

Scope and Content Note

The dominant materials are 2" x 2" color transparencies (slides) created by Chapman through his work and leisure travels to national parks. A small number of glass-mounted slides are present. The slides are an exhaustive representation of images of the national parks he visited, with fewer images representing events such as NPS conferences or activities such as rafting trips or exhibits. Descriptive slide logs are present for some of the images taken after his retirement. Chapman's daily diaries, which document significant events and conversations from 1971-1986, are included.

Scope and Content Note

Color transparencies consisting of 2" x 2" slides and a smaller number of glass-mounted slides taken by Chapman while employed in the NPS, although many were taken during his personal time. Most images document NPS sites across the United States and its territories, although a small number of non-NPS sites and events such as conferences are represented.

Images of some non-NPS sites in areas near the parks he visited are also included. Some of Chapman's numbered slides from 1989, 1992, 1995, and 1998 were missing upon donation.

Scope and Content Note

Slides received in the original slide processing boxes and never filed or numbered by Chapman (but which he appears to have done some organizing within some boxes). Multiple parks are often represented in a single roll. Images taken during his NPS career and after his retirement in 1987 are present. Parks across the continental United States, Alaska, and Hawaii as well as the U.S. Virgin Islands and Micronesia are well represented. Events include the 1987 superintendents' conference, Colorado River rafting trips, an Art in the Parks exhibit in Alaska, the Alaska Highway, a slide show of the NPS Western Region, and mountain rescues.

Scope and Content Note

Chapman's bound diaries covering his career from 1971-1986. Entries exist for almost every day and usually begin with his morning routine, exercise regime, and the weather. Personal, family, and work entries are mixed within the diaries. Each day's activities, meetings, travel, events, and pertinent conversations are summarized. Names have been highlighted in the text. Annual activities such as total air miles traveled are also summarized. Some diaries include loose notes and memoranda tucked into them. Beginning in 1972, a summary of the sites he visited that year, along with dates, is present in the back of each diary, which will be particularly helpful to researchers interested in specific parks. Also included are Chapman's general notes on photographs he took and slide lists associated with programs he developed.
