In February 2000, the National Park Service acquired the 563-acre Giacomini Ranch at fair-market value for the purpose of restoring the historic coastal marsh at the confluence of Lagunitas Creek with Tomales Bay. At the time of the purchase, the Giacomini’s only offered certain parcels to the Park Service for potential sale, as they wished to retain many of the parcels adjacent to the town of Point Reyes Station. As part of the final negotiated purchase agreement, the Giacomini family retained some "lowland" parcels that are contiguous with the pastures on the West Pasture (near Inverness Park), and the Park Service retained a portion of the Dairy Facility on the higher elevation Point Reyes Mesa that fronts C Street in Point Reyes Station. In 2006 the National Park Service initiated a land exchange process with publication of the Initial Notice of Realty Action (22 KB PDF). Based upon review of public comments received during the review period, the National Park Service reinitiated negotiations with the Giacomini Trust resulting in a reduced scale from that originally proposed. In January 2010, the National Park Service completed a land exchange with the Giacomini Family Trust. The Final Notice of Realty Action (17 KB PDF) was published in the Marin IJ on February 26, 2010. The original land exchange proposed 2006 was identified and evaluated as a cumulative impact topic in the Giacomini Wetland Restoration FEIS/FEIR. The revised land exchange agreement is reduced in scale from the 2006 proposal, and is consistent with the NEPA findings made at that time. Final Notice of Realty Action - February 25, 2010 (17 KB PDF) Map: NPS and Giacomini Exchange - January 5, 2010 (747 KB PDF) As part of the planning process, the Park Service has conducted extensive surveys and planning associated with the restoration of natural hydrologic and ecological process to the Giacomini Wetland Restoration Project Area and has determined that this land exchange would significantly further the goals of the restoration project. The properties acquired by the National Park Service are immediately adjacent to the restored wetland and tidal marsh habitat, but were avoided during the restoration activities. The acquisition of these parcels will facilitate opportunity for additional minor actions on the newly acquired parcels which will enhance the overall function of the restored area.
