Trail Planning

Developing a National Trail takes careful planning. In this planning section of the trail's website, you can learn more about all of the plans created so far and of upcoming opportunities to get involved with aspects of trail development.

Earlier Planning

Congress established the Overmountain Victory National Historic Trail on September 8, 1980, as Section 14 of Public Law 96-344, an amendment to the National Trails System Act (82 Stat. 919, 16 USC 1241). To guide management of the trail, the National Park Service prepared a comprehensive management plan, finalized in September 1982, and amended in 2018. The comprehensive management plan provides a vision and decision-making framework for the trail; identifies significant natural, historical, and cultural resources to be preserved; and describes anticipated cooperative agreements with state and local government agencies, nonprofit organizations, and private entities.
