Zoila ForrestDavis has joined the National Park Service Division of Fire and Aviation as a budget analyst. In her new role, she will be supporting the operational branches of aviation, structural fire, and wildland fire.

Zoila has worked at the National Interagency Fire Center for the past 21 years. Between 2004 and 2009, she supported the Bureau of Indian Affairs (BIA) in the administrative branch as a procurement technician. In this role, she was responsible for managing the charge card program, procurement, budget, and assisting with contracts.

Zoila spent 13 years working with the interagency National Wildfire Coordinating Group (NWCG), first as an editorial assistant then as a writer/editor. In these roles, she worked with project leaders and other experts to develop national training publications.

While working as an editorial assistant, Zoila updated and edited the National Interagency Mobilization Guide for the National Interagency Coordination Center (NICC). After successfully completing the project, she accepted an opportunity with the Bureau of Land Management (BLM) as NICC’s administrative assistant and editor. She held this position for a year before returning to the NWCG in August 2016 as a writer/editor.

From 2017 to 2020 she worked as a budget analyst for the BIA. Zoila worked in execution to allocate funding to BIA regions and the Office of Self Governance. She also developed and analyzed reports to track budgets. Her well-rounded background, attention to detail, expertise using multiple software programs strengthened the budget team.

Prior to joining the wildland fire community, Zoila was the program assistant for the STOP Violence Against Indian Women and Family Violence Prevention programs at the Inter-Tribal Council of California (ITCC) from 1998-1999. By working with tribal liaisons and law enforcement personnel, she was a resource that helped stop violence in California Indian communities.

Chief of Administration, Deborah Bidaburu stated, “We are so fortunate to have Zoila join the NPS as she brings a wealth of experience, a positive attitude, and is wonderful to work with.”

Zoila is an enrolled member of the Pit River Tribe (Hewisedawi) and is also Wintu and Modoc. As the oldest of five children, she is blessed to be the aunt to three nephews, and two nieces. In her spare time, she enjoys traveling, camping, beading, sewing, and spending time with her family, friends, and her German shorthaired pointer (GSP) puppy, Ophelia.
