WASHINGTON – The National Park Service (NPS) today announced the distribution of $62.15 million in Historic Preservation Fund (HPF) grants to historic preservation offices in states, territories, the District of Columbia, and partnering nations, and $23 million to Tribal historic preservation offices.
“The National Park Service is proud to support our state, Tribal, and local partners with annual funding that helps them preserve their significant historic and cultural places,” said National Park Service Director Chuck Sams. “Importantly, these grants aid communities across the country to invest in local stewardship of treasured resources.”
Established in 1977, the Historic Preservation Fund was authorized at $150 million per year through 2023 and has provided more than $2.7 billion in historic preservation grants to states, Tribes, local governments, and nonprofit organizations. Administered by the NPS, the funds appropriated by Congress support a variety of historic preservation programs and projects to help preserve the nation’s cultural resources and history.
The HPF is supported by Outer Continental Shelf oil and gas lease revenues, not tax dollars, with the intent to mitigate the loss of a non-renewable resource to benefit the preservation of other irreplaceable resources.
Read more about the HPF in the FY 2023 annual report.
Preservation in Action
State and Local Preservation Grants
Annual HPF grants fund preservation programs at 59 state historic preservation offices and ensure support of local preservation with a required 10 percent pass-through from states to over 2,200 Certified Local Governments (CLGs) via competitive subgrants.
Examples of the diversity of work accomplished with this annual funding in recent years include:
-
South Carolina successfully listed its first Traditional Cultural Property, the Phillips Community Historic District in Charleston County, in the National Register of Historic Places. The listing recognizes the unique culture and heritage of the community and provides additional awareness and serves as an educational tool for the community to help its preservation efforts.
-
Ball State University’s History Department identified and surveyed all purpose-built synagogues in Indiana, collecting photos and documents related to these buildings, and compiling a report of the findings that included recommendations for possible listings on the National Register of Historic Places. The team consulted newspapers and secondary sources and also conducted research in several Jewish archives and repositories. This resulted in a list of 88 synagogues across Indiana that were built between 1865 and 2015. Further research revealed that 66 of these buildings were purpose-built synagogues; the others were churches, homes, or other buildings that were adapted for later use as synagogues.
-
Mysterious rows, walls, and piles of carefully stacked stones exist in rural areas throughout Pennsylvania. Many were created by early European settlers as they cleared land for farms and communities, while others are believed to have earlier Tribal origins. State archaeologists explored these stone landscapes to discover clues about their age and purpose, and record the locations in the Pennsylvania Archaeological Site Survey, the statewide inventory of approximately 25,000 archaeological sites that represents more than 16,000 years of Pennsylvania’s history. Recording archaeological sites such as the stone landscapes is an important step in the consideration and potential protection of these sites under state and federal laws. The records preserve basic information about the sites — the when, where and what — and are digitally stored for research access by professional archaeologists.
Tribal Preservation Grants
Annual HPF grants fund preservation programs at Tribal historic preservation offices to ensure preservation of Tribal sites and cultural traditions.
Examples of the diversity of work accomplished with this annual funding in recent years include:
-
The Tolowa Dee-ni' Nation Tribal historic preservation office worked with four properties eligible for nomination to the National Register of Historic Places. One is named Shin-yvslh-sri~ /Lht'vsr-me' (Summer-gathering/harvesting-place/sand-in-place), which is located within the Redwood National and State Parks system. The Tribe continues collaborative efforts with the park to update the nomination of this landscape, while addressing concerns with the collection of cultural resources and issues of Tribal consent.
-
The Dry Creek Rancheria Band of Pomo Indians hired two cultural consultants to conduct a survey of the history of the Tribe's 75-acre Rancheria, which was established in 1915, at a time when Dry Creek people were without a homeland. While no one lives on the Rancheria today, the history of life there and the use of the land are highly significant to Tribal members. The project resulted in oral histories of life on the Rancheria in danger of being forgotten by interviewing Tribal elders who lived on the Rancheria, and their descendants.
-
The Bear River Band of the Rohnerville Rancheria provides educational programming in dressmaking, regalia, motherhood, basket weaving and archery during several cultural classes a week. This programming helps to educate the future generations and preserve the cultural traditions of the tribe.
