Approved: Michael Gauthier, Superintendent (06/18/2020 - Signature On file) United States Department of the Interior NATIONAL PARK SERVICE Nez Perce National Historical Park 39063 U.S. Highway 95 Lapwai, ID 83540 IN REPLY REFER TO: 10D NEPE-VRP Closure Order #20-002 June 18, 2020 This order rescinds the April 3, 2020 closure order. Closures, restrictions and public use limits to Nez Perce National Historical Park are: Closure Order – Portion of a Park Area: Under the authority provided to the Superintendent in 36 CFR 1.5(a)(1), the following park areas and facilities are closed until further notice: • Vault toilets at Heart of the Monster, ID • Vault toilet at White Bird Battlefield, ID • Flush toilets at Canoe Camp, ID • Vault toilet at Bear Paw Battlefield, MT Notice: This administrative order applies to all individuals subject to the regulatory authority of the National Park Service (NPS) within the boundaries of Nez Perce National Historical Park, including park visitors, government employees, concession employees, park residents and stakeholders, except as follows: park employees or contractors performing or supporting mission critical functions. Finding: The NPS issues this administrative order for the purposes of maintaining public health and safety during the COVID-19 pandemic emergency. This order is consistent with the following CDC, Idaho, Montana, Oregon and Washington public health directives: https://www.cdc.gov/coronavirus/2019-ncov/index.html https://covid19.mt.gov/Portals/223/Documents/Stay%20at%20Home%20Directive.pdf?v er=2020-03-26-173332-177 https://www.idahopublichealth.com/district2/coronavirus/Order-to-Self-Isolate-for-theState-of-Idaho.pdf https://www.oregon.gov/gov/Documents/executive_orders/eo_20-12.pdf These directives require the NPS to take the actions identified above because: The public health directives require all individuals to wash hands with soap and water for at least 20 seconds, or use hand sanitizer, as frequently as possible when persons are outside their residence. Given the remote locations of many of the restrooms, issues with theft and vandalism, and lack of staffing capacity to clean and restock restrooms on a daily basis, the park cannot consistently provide hand washing and sanitation supplies at its restrooms required for public health and safety. This order is effective immediately and will remain in effect until further notice. The effectiveness of this order will be assessed on an ongoing basis, and the order will be modified or rescinded when conditions warrant. |
