Record of Determination for the Partial and Temporary Closures of Certain Federal Parkland and Public Use Limitations for America is Back: A Kick-off Celebration for the Great American State Fair

Pursuant to 36 C.F.R. § 1.5, beginning on June 24, 2026, the National Park Service is temporarily closing and imposing public use limits on certain parkland administered by the National Mall and Memorial Parks from in modification to those published in the Record of Determination dated June 17, 2026. These temporary closures will remain in place through midnight on June 24, 2026, at which point the Record of Determination dated June 17, 2026, will again be effective for the areas specified below (see footnote). These closures are necessary for the United States Secret Service (Secret Service) to provide for the security of the President, US government officials, and other guests during the activities at the Great American State Fair. The temporary restrictions are also necessary to permit the US Secret Service to perform security sweeps of the area, facilitate security screening of the guests, separate screened guests from the general public, and ensure safe ingress and egress for Secret Service protectees.

The US Secret Service in consultation with the US Park Police, provided the Regional Director with a request for closures and enunciated a need for additional security measures including the use of security fencing, security sweep of these areas, a list of prohibited items that will not be allowed within the event area and other measures to provide for the safety and security of the President, participants, and members of the public.

A. Park Road Closures


The following roads will be closed to vehicular access from 10:30 a.m. through 11:59 p.m. on June 24, 2026:
  • 14th Street, NW to 10th Street, NW.

Specifically, the Secret Service requests that the following portion of the National Mall be closed to the public from June 24, 2026, beginning at 10:30 a.m. until approximately 11:59 p.m. The requested closure also includes all interior sidewalks, paths, and grassy areas within the bounded area on the National Mall. The proposed temporarily restricted areas are noted on the attached map (Enclosure 2).

Due to event activities and presidential protection, there may also be periodic road closures on area roadways. All roads will re-open when the United States Park Police, in consultation with the US Secret Service, deems the area safe for vehicular traffic. The above times are approximate and subject to change based on law enforcement’s operational needs.

B. Park Closures and Temporary Restrictions


The US Secret Service is seeking to temporarily restrict public access to the following parkland including sidewalks/paths. The area will only be accessible after passing through security screening checkpoints from approximately 10:30 a.m. through 11:59 p.m. on June 24, 2026:
  • National Mall and Memorial turf and tree panels numbers: 1, 2, 3, 4, 18, 19, 20, 21, 38, 39, 40, and 41.
  • 14th Street, NW to 10th Street, NW, including the eastern sidewalk adjacent to 14th Street, NW, bounded by Madison Drive NW and Jefferson Drive, NW, including the both the northern and southern sidewalks on Madison Drive NW and Jefferson Drive, NW.
  • All interior sidewalks, paths, and grassy areas within the bounded area on the National Mall. The proposed temporarily restricted areas are noted on the attached map (Enclosure 1).

Please be advised that exact times are subject to change, based upon the evolving schedule of the event. However, the US Secret Service will notify the National Park Service as soon as practicable of any changes in dates and times or if these restrictions are no longer necessary.

Prohibited Items

In addition to the above closures, pursuant to 36 C.F.R. § 1.5, the National Park Service is also imposing a partial and temporary public use limitation on June 24, 2026, and will not allow the following items within the park areas consisting of the restricted area.

This list may not be all-inclusive, and the US Secret Service reserves the right to prohibit any other items that are determined to be a potential public safety hazards:
  • Laptops, Tripods, Monopods, and Selfie Sticks *If a guest arrives with a tablet, they will be redirected to the X-ray line for screening and then permitted entry with the tablet.
  • Large Bags and Suitcases exceeding size restrictions (18” x 13” x 7”)
  • Packages
  • Drones and other Unmanned Aircraft Systems
  • Animals other than service/guide animals
  • Bicycles, Scooters, Folding Chairs, Balloons, Coolers, Glass, Thermal or Metal Containers, Paint
  • Umbrellas (umbrellas without metal tips will be permitted)
  • Pointed Objects, to include knives of any kind
  • Aerosols, Tobacco Products, e-Cigarettes, Lighters, Matches
  • Firearms, Ammunition, Fireworks, Laser Pointers, Stun Guns, Tasers, Mace/Pepper Spray, Toy Weapons
  • Tents and Structures
  • Any Other Items Determined to be Potential Safety Hazards

C. Justification for Park and Park Road Closures


This public use limitation and restriction comes at the request of the US Secret Service and United States Park Police [JD1.1][MR1.2]to help ensure public safety during the permitted first amendment demonstration, that is expected to bring the attendance of the President (a US Secret Service protectee), other attendees, and expected counterdemonstrators, as well as members of the public in the vicinity. Authorized individuals, law enforcement partners, and emergency vehicles will continue to have access to these temporarily restricted areas. These measures allow the US Secret Service to perform security sweeps of the area, facilitate arrivals and departures, and conduct security screenings. Less restrictive measures will not suffice due to the US Secret Service’s security-based assessment that its requested closures are necessary to fulfill its protective mission, and the above items must be prohibited because they are or could be dangerous and used to injure the US Secret Service protectee, attendees, counter-demonstrators, and members of the public. These public access restrictions are necessary during fence installation to ensure the safety of the public as well as the personnel engaged in installation. A copy of the US Secret Service’s request and closure map dated June 24, 2026, is attached and incorporated by reference.

These temporary closures will remain in place through midnight on June 24, 2026, at which point the Record of Determination dated June 17, 2026, will again be effective for the areas specified below . These temporary and partial closures and public use limitations are not of a nature, magnitude and duration that will result in a “significant alteration in the public use pattern” of the park area. Further, the closures will not adversely affect the park’s natural, aesthetic, scenic, or cultural values; are not of a highly controversial nature; and do not require a long-term or significant modification in the park’s resource management objectives. To the contrary, the US Secret Service routinely provides protective services for its protectees in the District of Columbia; associated closures such as these are commonplace and, in the US Secret Service’s professional opinion, necessary to fulfill its protective mission while providing the public with as much assess as possible to parkland.

Accordingly, for both the closures and prohibited items described above, the National Park Service determines publication as rulemaking in the Federal Register is unwarranted under 36 C.F.R. § 1.5(b). This is consistent with hundreds of earlier partial and temporary park closures or public use limitations, the legal opinion of the Office of the Solicitor, and judicial adjudications. Mahoney v. Aug. 6, 1999); Picciotto v. United States, No. 94-1935 (D.D.C. Sept. 9, 1994); Picciotto v. Lujan, No. 90-1261 (D.D.C. May 30, 1990); Picciotto v. Hodel, No. 87-3290 (D.D.C. Jan. 26, 1988); Spiegel v. Babbitt, 855 F. Supp. 402 (D.D.C. 1994), aff'd in part w/o op. 56 F.3d 1531 (D.C. Cir. 1995), reported in full, 1995 U.S. App. LEXIS 15200 (D.C. Cir. May 31, 1995).

Pursuant to 36 C.F.R. § 1.7, notice of this temporary and partial closure will be made through media advisories, maps, physical barriers, and by posting at conspicuous locations in the affected park areas. Finally, pursuant to 36 C.F.R. § 1.5(c), this determination is available to the public upon request.
