Subject: Concurrence of closures associated with Special Use Permit NCA-NAMA-EVNT26-0143

The National Capital Area Permit office under the authority of 36 CFR 7.96 has issued a Special Use Permit (SUP) to F250 and National Park Service their special event, Salute to America. Under this permit, the United States Park Police has concluded that it will be necessary to close areas of the park for the necessary purpose of life safety and emergency response. I am elevating these requests for closures and public use limits for your consideration in alignment with Policy Memo 16-02.

As a general matter, NPS policy is for areas within a park that are normally open to the public to remain open during the conduct of a special event. Unless expressly stated as a condition of a permit, special park use permits do not authorize the exclusive use of a park area. This concurrence request comes through the permittee and will be the smallest area required and the shortest time possible to accommodate the event and manage it appropriately. The permit will contain conditions intended to protect park resources, the visiting public and health and safety. This request does not include any security measures related to dignitary visits. If any additional security closures are required, those will be handled separately.

Additionally, this request has also been reviewed by the United States Park Police, who concur with the public safety and security need for these closures. Based on security determinations conducted by the United States Park Police, the following areas are recommended to be closed to public use, including public visitation as part of the Special Use Permit issued to Freedom 250, ESI, and the National Park Service. This includes temporary visitor access restrictions to the following locations:

National Mall and Memorial Parks: Roadways

Continuing from 8:00 p.m. on Tuesday, June 30, 2026, until approximately 11:59 p.m. on Monday, July 13, 2026:

• 17th Street NW, between Constitution Avenue, NW, and Independence Avenue, SW

National Mall and Memorial Parks: Park areas

Washington Monument Grounds

Continuing from July 6, 2026, at 12:01 a.m. until approximately 11:59 p.m. on Monday, July 13, 2026, the west and north sides of the Washington Monument grounds, and a portion of the southern side of the Washington Monument grounds, extending from the ha-ha wall surrounding the base of the Washington Monument north to Constitution Avenue, west to 17^th Street, south to Independence Avenue, and east to the Sylvan Theater, including exterior walkways, will be closed to pedestrians as reflected in the below map.
Unless otherwise noted it is anticipated that United States Park Police personnel will restrict public access to the closure areas.
The park will complete a record of determination as required by 36 CFR 1.5 and publish notifications of these closures and restrictions pursuant to the terms of 36 CFR 1.7.
