Order of Railroad Telegraphers

The Order of Railroad Telegraphers was initially intended to be a fraternal organization rather than a trade union. However, in 1891, the constitution was changed to explicitly make the Order of Railroad Telegraphers a "protective" organization with the right to call strikes.
