BACKGROUND
In 1999 ITC (Information Telecommunications Center) started to develop a strategy to integrate WWW, Library Sciences, and GIS technologies into a single distribution mechanism. The basic model was based on the idea of the "Oracle at Delphi." A user (NPS personnel, manager, decision maker, or the public at large) could access a centralized service (i.e., a web browser) and pose a question related to the National Park Service and get an answer.
