The state level of significance for this property is not based on its impact, but rather as a surviving property type once common in the state. This municipal water works system survives as eight contributing structures and two contributing sites. As stated in the nomination, it was important to industrial development of Winchester and Barkhamsted in the late nineteenth and early twentieth centuries.
