Summary of National Park Service Laws in the 112th Congress

New units of the park system:

Fort Monroe National Monument –Presidential Proclamation 8750

Cesar Chavez National Monument –Presidential Proclamation 8884

Name changes:

Redesignates Pinnacles National Monument as Pinnacles National Park, and renames the park's wilderness as the "Hain Wilderness" –P.L. 112-245.

Heritage areas:

Extends the authorization for the Blackstone River Valley National Heritage Corridor Commission for an additional year, until October 12, 2012 –P.L. 112-10.

Wild and scenic rivers:

Authorizes the St. Croix River Crossing Project with appropriate mitigation measures to promote river values –P.L. 112-100.

Wilderness:

Directs the Secretary of the Interior to issue commercial use authorizations to commercial stock operators for operations in designated wilderness within Sequoia and Kings Canyon National Parks –P.L. 112-128.

NPS lands issues:

Authorizes lease of facilities at Fort Pulaski National Monument (included in Consolidated Appropriations Act, FY 2012) –P.L. 112-74;also signed into law separately as P.L. 112-69.

Provides the Quileute Indian Tribe tsunami and flood protection –P.L. 112-97.

Authorizes the exchange of land or interest in land between Lowell NHP and the city of Lowell, MA –P.L. 112-182.

Authorizes the construction and operation of natural gas pipeline facilities in Gateway NRA –P.L. 112-197.

Designates Mt. Andrea Lawrence, an unnamed peak is on the border between Yosemite National Park and the Ansel Adams Wilderness Area –P.L. 112-259.

Authorizes the issuance of right-of-way permits for natural gas pipelines in Glacier National Park –P.L. 112-268.

Construction authorities:

Provides permanent authority to implement modifications to the Tamiami Trail to reestablish natural water flow to Everglades National Park and Florida Bay (included in Consolidated Appropriations Act, FY 2012) –P.L. 112-74.

Natural resource authorities:

Extends the authority for the Chesapeake Gateways and Watertrails Network until September 30, 2013 –P.L. 112-74.

Transportation authorities:

Extends various Federal-aid highway and other programs funded out of the Highway Trust Fund until a multi-year law can be enacted –P.L. 112-5, P.L. 112-102, and P.L. 112-140.

Authorizes funds for Federal-aid highways, highway safety programs, and transit programs –P.L. 112-141.

Enacts into law a statutory definition of substantial restoration of natural quiet for overflights at Grand Canyon NP and includes specific requirements and parameters for implementing the definition –P.L. 112-141.

Exempts the Ranger III, the ship that transports oil to Isle Royale NP, from the double-hull requirement for certain vessels while it is owned and operated by the National Park Service –P.L. 112-213.

Miscellaneous authorities:

Authorizes joint ticketing at World War II Valor in the Pacific NM and related Pearl Harbor sites –P.L. 112-10.

Approves a Compact between the States of Missouri and Illinois regarding 40-year term for bonds issued by the Bi-State Development Authority, which is involved with the Jefferson National Expansion Memorial, MO –P.L. 112-71.

Authorizes the presentation of a U.S. flag on behalf of federal civilian employees who die of injuries in connection with their employment –P.L. 112-73.

Makes permanent the authority for the Service-First program.- P.L. 112-74.

Provides permanent authority for the Secretary to non-competitively hire qualified candidates who have completed a rigorous undergraduate or graduate internship with a land management agency, such as the National Park Service's Business Plan Internship (included in Consolidated Appropriations Act, FY 2012) –P.L. 112-74.

Amends the Alaska National Interest Land Conservation Act to establish an excepted service appointment authority by which an employee who completes two years of continuous service in a permanent appointments shall have their appointment converted to the competitive service (included in Consolidated Appropriations Act, FY 2012) –P.L. 112-74.

Increases federal pension contributions for new federal employees (included in the MiddleClass Tax Relief and Job Creation Act) –P.L. 112-96.

Authorizes federal employees to receive a phased retirement annuity for less-than full-time employment prior to full retirement (included in MAP-21 transportation reauthorization act) –P.L. 112-141.

Provides additional authorities to prevent abuse of government charge cards –P.L. 112-194.

Provides for changes in the Hatch Act governing federal employees' participation in election activities –P.L. 112-230.

Sets standards for burials of deceased veterans with no known next of kin –P.L. 112-260.

Authorizes a commission to ensure a suitable observance of the centennial of World War I –P.L. 112-272.

DC Lands and Memorials:

Transfers Union Square from the National Mall and Memorial Parks to the Architect of the U.S. Capitol (included in the Consolidated Appropriations Act, FY 2012) –P.L. 112-74.

Authorizes relocation of the Maine Lobsterman Memorial in the redevelopment of the Southwest waterfront in the District of Columbia. –P.L. 112-143.

Authorizes the establishment of a memorial in the District of Columbia to honor the slaves and free black persons who served in the military or provided civilian assistance during the American Revolution (included in the National Defense Authorization Act for FY 2013) –P.L. 112-239.

Authorizes the establishment of a memorial in the District of Columbia to honor Gold Star Mothers (included in the National Defense Authorization Act for FY 2013) –P.L. 112-239.
