National Park Service Centennial:
Prepares the National Park Service for its Centennial in 2016 and for a second century of promoting and protecting the natural, historic, and cultural resources of our National Parks for the enjoyment of present and future generations – P.L. 114-289 as follows:
Establishes a National Park Centennial Challenge Fund
Establishes a Second Century Endowment within the National Park Foundation
Increases the cost of the lifetime senior pass and creates a new annual senior pass for entrance to federal lands with the NPS collections from these sales going to the National Park Centennial Challenge Fund and the Second Century Endowment
Requires park units and related areas to be managed with the use of a program of the highest quality interpretation and education
Authorizes participation in the Public Land Corps up to age 30 and extends the non-competitive hiring period to two years following completion of the program
Increases the ceiling on spending for the Volunteers in the Parks Program to $9 million annually
Changes the Secretary of the Interior and the Director of the Park Service to ex officio, non-voting members of the National Park Foundation Board while assuring foundation activities are consistent with NPS programs and policies
Includes the General Chairman of the National Association of Tribal Historic Preservation Officers as a member of the Advisory Council on Historic Preservation
Requires the chairman of the Advisory Council on Historic Preservation to be presidentially appointed and confirmed by the Senate and to serve full-time
Authorizes new services to be added to existing concessions contracts as long as they do not represent a material change to the services required in the contract
Makes a number of technical corrections to various park and program laws
Establishes a Visitor Services Improvement Authority as a new tool to provide visitor services in national parks
Reauthorizes the Historic Preservation Fund through FY 2023
Requires federal agency nominations to the National Register of Historic Places to be sent to the State Historic Preservation Officer for review

National Park Service Authorities:
Provides authority to hire seasonal land management agency employees non-competitively into permanent federal jobs - P.L. 114-47.
Increases the authorization for the Volunteers in Parks program (included in the Consolidated Appropriations Act, 2016) – P.L. 114-113.
Provides clarification of the authority to hire seasonal land management agency employees non-competitively into permanent federal jobs (included in the National Defense Authorization Act for FY 2017) – P.L. 114-328.

Boundary modifications:
Revises the boundary of Petersburg National Battlefield, VA (included in the National Defense Authorization Act for FY 2017) – P.L. 114-328.
Transfers administrative jurisdiction over land from the Army Corps of Engineers to NPS for inclusion in Mammoth Cave National Park (included in the Water Infrastructure Improvements for the National Act) – P.L. 114-322.

Heritage areas:
Increases the ceiling on appropriations for the Wheeling, Rivers of Steel, Essex, and Erie Canalway NHAs, and extends the authority for federal funding until September 30, 2017 for the Tennessee, Augusta Canal, and South Caroling NHAs (included in the Consolidated Appropriations Act, 2016) – P.L. 114-113.
Extends authority for federal funding through October 12, 2021 for the Gullah Geechee National Heritage Corridor Commission - P.L. 114-233.

Wilderness:
Redesignates the Olympic Wilderness in Olympic National Park as the Daniel J. Evans Wilderness – P.L. 114-272.

Natural resource authorities:
Extends the authority for the Chesapeake Bay Gateway Watertrails Network through FY 17 (included in the Consolidated Appropriations Act, 2016) – P.L. 114-113.
Approves the Blackfeet Water Rights Settlement, which affects Glacier National Park (included in the Water Infrastructure Improvements for the National Act) – P.L. 114-322.

Cultural resource authorities:
Revises authorities for the National Maritime Heritage Program within the Department of Commerce (included in the National Defense Authorization Act for FY 2017) – P.L. 114-328.

Fee authorities:
Provides an extension of the Federal Lands Recreation Enhancement Act through September 30, 2017 – (included in Continuing Appropriations, 2016) - P.L. 114-53.
Provides an extension of the Federal Lands Recreation Enhancement Act through September 30, 2018 – (included in Continuing Appropriations, 2017) - P.L. 114-223.

Transportation authorities:
Provides an extension of Federal-aid highway and other programs funded through the Highway Trust Fund – P.L. 114-21.
