Transparency Act Reporting using FSRS.gov

The Federal Funding Accountability and Transparency Act (FFATA) requires prime grantees to report on subawards greater than or equal to $30,000.00. Prime grantees are organizations that have a grant agreement with the National Park Service. In order to meet the reporting requirements of FFATA, subawards above or expected to be above the reporting threshold must be documented in a system called FSRS not later than the month following the month the subaward agreement is signed.

Please note that there are exceptions to the reporting requirements that apply to some businesses and natural persons (individuals). These exemptions are generally outlined in 2 CFR 170.110.

What is a subaward?

FFATA and FSRS adopt the definition of subaward provided in 2 CFR 200.1, namely that:

Subaward means an award provided by a pass-through entity to a subrecipient for the subrecipient to carry out part of a Federal award received by the pass-through entity. It does not include payments to a contractor or payments to an individual that is a beneficiary of a Federal program. A subaward may be provided through any form of legal agreement, including an agreement that the pass-through entity considers a contract.
