NPS Advisory Committees

What is FACA?

FACA stands for the Federal Advisory Committee Act, a 1972 law passed by Congress to create an orderly way for federal agencies to seek advice and help from citizens and experts. FACA emphasizes committee charters, open meetings, public involvement, and reporting. In general, when the NPS uses a council, panel, conference, task force, or similar group to obtain advice or recommendations on issues or policies, it must follow FACA.

Today, the NPS has more than 30 park and program advisory committees that are subject to FACA. Many of these committees are specific to individual parks, but others have been established to advise the NPS on Service-wide programs or projects.

NPS Responsibilities

The Office of Policy administers FACA requirements for the NPS and its advisory committees by

·         offering guidance on how FACA applies to our management activities;

·         preparing the charters that allow each committee to meet and take actions; and

·         processing nominations for the appointment of committee members by the Secretary of the Interior.

The General Services Administration/Committee Management Secretariat (GSA/CMS) oversees advisory committee activities government-wide. The GSA/CMS website, www.gsa.gov/faca, has a comprehensive FACA database with advisory committee information and annual reports. NPS committees are listed alphabetically in the Department of the Interior's committee list.

To learn more, refer to the National Park Service Guide to the Federal Advisory Committee Act.
