Chief of Interpretation Steve T. Phan at Camp Nelson National Monument is a historian and park ranger, whose presentation will be an exploration of Civil War Kentucky. Phan will present a lecture on Camp Nelson National Monument, the 418th unit of the National Park Service, which protects and interprets a U.S. Army supply depot, recruitment center for the United States Colored Troops, and refugee site for formerly enslaved people and others fleeing war. The camp was established as a forward-operating base for the Army of the Ohio to launch a major offensive to capture East Tennessee to relieve Unionists and create a second front against the Confederate base at Chattanooga. Following the successful campaign, the camp evolved in 1864 to become one of the largest recruitment camps for United States Colored Troops and refugee camps for their families. The complexities of slavery, emancipation, military service, and divided loyalties in a Border State can be found at Camp Nelson.
Ranger Phan is a recent transplant from the Civil War Defenses of Washington, where he established an excellent series of public lectures on the Civil War and the Defenses of Washington known as the “Sunset Series.” Earlier in the year, he was briefly stationed at the Charles Young Buffalo Soldiers National Monument and Camp Nelson National Monument.

He has worked with the Gettysburg National Military Park, Richmond National Battlefield Park, Hopewell Culture National Historical Park, Stones River National Battlefield, and Rock Creek Park. As a military history scholar of the Civil War era, much of Phan’s research focuses on military occupation, operational command, fortifications, and the Western Theater during the Civil War. He holds a master’s degree in American History, with a concentration in Public History.
