In the 1950s, Olmsted Brothers were hired to develop a plan for the Whalehead Club subdivision in the Outer Banks of North Carolina. Detailed plans for the subdivision anticipated the highway extension from the south, however owner Ray T. Adams died in 1957, pushing the highway's opening till 1984. Corolla Island was the original draw of the property, with private residences for hunting guests built in 1925.
