On Dec. 15, 1938, President Franklin D. Roosevelt participated in the groundbreaking ceremony for the Thomas Jefferson Memorial. One year later, on Nov. 15, 1939, with the foundation work completed, President Roosevelt returned to place the memorial cornerstone & time capsule. FDR used the same Masonic trowel George Washington had used in laying the cornerstone of the U.S. Capitol Building.
