In 1858, a carriage maker named William Rosser settled with his family in the village of Appomattox Court House. He built a home and established a wheelwright and blacksmith shop just east of the original county jail. Rosser employed several skilled tradesmen and continued to operate his shops throughout the Civil War. Although he did not serve in the Confederate army, Rosser completed projects for the Confederate Ordinance Bureau both in Appomattox Court House and in Richmond during the conflict.
