With its view of the White House, the location south of the Washington Monument along the Tidal Basin was regarded as the last undeveloped site for a significant memorial within the core composition of the National Mall. The final spot of honor was of interest to many. A proposed Theodore Roosevelt Memorial project had failed in 1925 leaving this location available ten years later. In 1935 the Thomas Jefferson Memorial Commission was determined to secure the site to fulfill the proposed design laid out by the 1901 McMillan Plan.
