The Battery Van Swearingen was built in 1898 for two 4.72-inch Armstrong rifles. It was converted into a range-finding station for Battery Payne in 1922 and used throughout World War II. A U-shaped concrete structure featured two levels: the upper level with two gun emplacements (4.7 inch guns), and the lower level was used to store ammunition and equipment.
