The threat of war with Spain prompted the immediate construction of Battery Van Swearingen in 1898. It was an U-shaped concrete structure with two levels: the upper level features two, 4.7-inch guns emplacements (4.7 inch guns) mounted on pedestal carriages, and the lower level was used to store ammunition and equipment.
By 1917, the guns were obsolete and dismounted. In 1922, the battery was given a new mission to serve as a Range Finder Station for the 3-inch rapid-fire batteries.
