Samuel B. Confer was a boat captain on the Allegheny Portage Railroad.
He also worked as a conductor for the Pennsylvania Railroad and owned a dry good store in Duncansville. He served as a Blair County Commissioner for a term and held several positions at the Methodist Episcopal Church, including Sunday school superintendent and trustee.
Samuel married Elizabeth Stiffler and had five children: David Clarence, Lloyd G., Blanche, Nellie K., and John W.
