Billy Lee Miller was born on October 15, 1949 in Rutherford County, Tennessee with his home of record being Christiana, Rutherford County, Tennessee. He enlisted in the US Army and served as a Private First Class in Company D, 1st Battalion, 8th Infantry, 4th Infantry Division and specialized in Light Weapons Infantry.

Miller started his tour in Vietnam on June 30, 1969. He sustained multiple fragment wounds and was killed in action on October 5, 1969 in Binh Dinh province, South Vietnam.

Miller is honored on the Vietnam Veterans Memorial in Washington, D.C. on panel 17W, line 42 and is buried at Stones River National Cemetery in plot Q-6846.
